The Federal Correctional Institution, Manchester Camp (FCI Manchester Satellite Prison Camp) is a minimum-security United States federal prison for male inmates in Kentucky. It is operated by the Federal Bureau of Prisons, a division of the US Department of Justice. FCI Manchester is located in eastern Kentucky, approximately 75 miles south of Lexington.
Notable inmates - Christopher Dorsey aka BG cash money rap artist and Jeff Smith, then a Missouri state senator, pleaded guilty to obstruction of justice and resigned his seat. Smith was sentenced to one year in federal prison and served eight months here. The business magazine Inc. published an article written by him on its website in which he described his experience at the prison: It was my first week in federal prison, and I was beginning to see that it was far more nuanced than the hotbed of sex, drugs, and violence depicted on television documentaries. It was teeming with ambitious, street-smart men, many who appear to have been very successful drug dealers on the outside, and some of whom possess business instincts as sharp as those of the CEOs who wined and dined me six months before.
Housing: Inmates are housed in two-person cells within the eight housing units. The camp houses inmates in dormitories within the four housing units.
Health Services: The FCI Manchester Camp Health Services Unit provides emergency and routine ambulatory health care services. The outpatient clinic provides diagnostic support sports services used by the healthcare providers in the provision of urgent and ambulatory care services. Included are the examination rooms, treatment rooms, medication room, dental clinic, radiology and laboratory areas, waiting areas, storage areas, and administrative offices. At the main facility, there are two rooms used for suicide watch and custodial purposes. Medical and dental sick call is also provided.
Psychology Services: FCI Manchester Camp provides screening, assessment, and treatment of mental health problems, individual and group counseling, psycho-educational classes, self-help and supportive services, and referrals to Health Services for medical treatment of mental illness. Every Psychology Services Department offers community mental health services. Many services are designed to help inmates manage depression, anxiety, and serious mental illness like schizophrenia or bipolar disorder. Inmates who already take medication often find that participating in a group helps with the symptoms that medication does not manage. Groups typically focus on topics like learning to manage emotions, stopping depressive thoughts, learning new communication skills, and wellness. Inmates who are identified as having mental health needs will have an appointment with a psychologist to discuss their needs and identify what types of groups and services would be most helpful. Psychology Services departments also offer groups for all inmates who want to learn skills that will help keep them out of prison and get along with others more effectively.
Residential Drug Abuse Program (RDAP): FCI Manchester Camp does not offer a Residential Drug Abuse Program (RDAP). However, there are group programs including Alcoholics Anonymous (AA), Narcotics Anonymous (NA), a Drug Education class, and the Non-Residential Drug Abuse Program (NR-DAP).
Education Services: FCI Manchester Camp provides literacy, GED, and English-as-a-Second Language (ESL) programs. Incentive awards are provided to recognize inmates making satisfactory progress and successfully completing the literacy (i.e., GED and ESL) program. Inmates may also receive incentives for progressing to various levels in the GED or ESL programs. Graduation ceremonies recognize GED, ESL, and Occupational Education completions. Parenting and Adult Continuing Education (ACE) classes are also available. High school diplomas and post-secondary programs are available through paid correspondence programs.
Advanced Occupational Education: FCI Manchester Camp offers Culinary Arts, Horticulture and Hydroponics.
Apprenticeship: FCI Manchester Camp offers apprenticeships in Cabinetmaker, Carpentry, Drafting, Machine Operator I (Sewing), Painter, and Plumber. Both facilities offer Baker, Electrician, HVAC, and Landscape Management Technician. The camp offers Baker, Boiler Room Operator, Combination Welder, and Cook.
Library Services: Leisure libraries offer inmates a variety of reading materials which include periodicals, newspapers, fiction, nonfiction, and reference books. Institutions also participate in an interlibrary loan program with local, state, and college libraries and available bookmobile services. Inmates are afforded access to legal materials and an opportunity to prepare legal documents. Typewriters are also available for legal work.
UNICOR: FCI Manchester houses a UNICOR facility that produces clothing and textiles like Army fatigues and US mailbags.
Commissary: Inmates may use funds in their account to purchase items at the institution commissary (e.g., food, clothing, snacks, shoes, etc.), place funds on their inmate phone account, purchase TRU-Units for their TRULINCS account, or send funds outside of the institution. Inmates are permitted to spend up to $360.00 per month.
Recreation Services: Leisure activities at FCI Manchester Camp include organized and informal games, sports, physical fitness, table games, hobby crafts, music programs, intramural activities, social and cultural organizations, and movies. Art activities include paintings and sketches rendered in any of the usual media (e.g., oils, pastels, crayons, pencils, inks, and charcoal). Hobby craft activities include leatherwork, models, crochet, drawing, card making, etc. Wellness programs include screening, assessments, goal setting, fitness/nutrition prescriptions, and counseling.

Commissary List - In 1930 the Department of Justice authorized and established a Commissary at each Federal institution. The Commissary provides a bank type account for your money & for the procurement of articles not issued regularly as part of the institution's administration. Funds deposited by your family, friends, or other sources are stored in your commissary account that we maintain.

We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.
All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.
The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
