The inmates housed at Phillips State Prison located at 2989 W Rock Quarry Rd in Buford, GA are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Ensure public safety and effectively house offenders while operating a safe and secure facility by housing inmates who have had management problems at other prisons or centers and those who could pose a risk if housed elsewhere. Provides all levels of Mental Health service to include Level IV, Crisis Stabilization. Host facility Atlanta Medical Center and Phillips Transitional Center.

HOUSING - Consists of 10 living units, each with two dormitories. The number of units with two-man cells is seven and a half while the remainder is a combination of two single-man cells. The combination of two-single man cells house MH/SM inmates. There are a total of 100 isolation/segregation cells. The Phillips State Prison Transitional Center has 310 beds. This facility also houses a Special Management Unit (SMU), a C.E.R.T. Team, Tactical Squad, and Canine Unit

  • Recreation: General Recreation
  • Religious Activities: Worship Services, Scriptural Studies, Confronting Self, Pastoral Care/Counseling, Inmate Hospice Care, NOBTS
  • Vocational/OJT: Auto Body, Auto Mechanics, Welding, Small Engine, Barbering, Woodworking, Food Preparation, Printing, Building & Custodial Maintenance, Career Clerk, General Office Clerk (Library), and Laundry Operations

Covid Visitation Information

The GDC will begin a modified visitation schedule TENTATIVELY on January 8th, 2021.

Visits will be made by appointment only and will be in keeping with social distancing guidelines. Instructions related to scheduling appointments and additional details can be found here: Facility Visitation Process.

APPROVED VISITORS WILL REQUEST VISITATION BY ACCESSING THE FORM ON OUR WEBSITE

Scheduling requests may be submitted from 5:00 AM Monday - 5:00 PM Wednesday only for that week’s visitation.

  • One (1) visit every other month per inmate will be allowed
  • Visits will be no more than two (2) hours in length
  • Two (2) approved visitors will be allowed and must visit at the same time
  • No visitors under the age of twelve (12) will be permitted
  • All visitors must be on the offenders approved visitation list
  • An email will be sent from gdcvisitationnoreply@gdc.ga.gov once your request for visitation has been approved
  • Offenders on quarantine or medical isolation status will not be allowed visits

Inmates with last names beginning A - L will visit on Saturday

  • 9:00 AM - 11:00 AM – Saturday Session 1
  • 1:00 PM - 3:00 PM – Saturday Session 2

Inmates with last names beginning M - Z will visit on Sunday
