The Phillips TC, which has a capacity of 204 residents, was opened in 2008. Its mission is to assist residents in making a successful transition back into the community by providing social and employment skills. Phillips State Prison serves as the host facility for this transitional center.
Housing at the Phillips Transitional Center comprises four dormitories, each accommodating a different number of beds. Dorm 1 has 48 beds, Dorm 2 has 60 beds, and Dorms 3 and 4 each have 48 beds. A percentage of the beds in each dormitory are identified for residents with special needs.
All residents at the Phillips Transitional are assigned as work-release residents, which allows them to obtain and maintain paying jobs in the community while adhering to the program's structure. The wages earned by work-release residents are sent directly to the center. A portion of these wages is applied to room and board, another portion to outstanding fines or fees, and if the resident has minor children, they are required to provide family support. Any remaining funds are placed in an account until the resident is released from the center.
Additionally, the Phillips TC provides housing for low-risk maintenance workers who are not part of the work-release program. These residents are assigned full-time maintenance duties within the facility or other state facilities in the area.
Programs offered at the Phillips Transitional Center include academic support for obtaining a General Education Diploma and Adult Basic Education. Counseling services encompass pre-release counseling, work adjustment, health awareness, and employment and job readiness. Recreation activities focus on general recreation, while religious activities include various worship services and Bible study sessions.
