The Harrison Co Jail is a detention center located at 978 E Market St Cadiz, OH which is operated locally by the Harrison County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Harrison County accepts inmates from surrounding towns, Cadiz Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Harrison County Jail, originally established as a five-day holding facility with a capacity for eight inmates, has undergone several modifications in response to the evolving needs and constraints of the county. Due to the minimum jail standards mandated by the State of Ohio, the facility was initially designed to accommodate inmates for no more than five days. This limitation was later extended to twelve days, yet it continued to impose a significant burden on Harrison County. After the specified period, inmates had to be transferred to other county jails under housing contracts with Jefferson and Carroll Counties, with daily costs ranging from $45 to $55 per inmate. For sentences averaging thirty to sixty days, this arrangement proved financially strenuous for both the Sheriff’s Office and the county.

In 1997, Sheriff Mark J. Miller introduced the "Litter Program" to mitigate these challenges and allow inmates to remain at the Harrison County Jail for longer periods. This program involved inmates in community service tasks from Monday to Friday, 9:00 a.m. to 3:00 p.m., including litter control along roadways, maintenance of emergency vehicles, groundskeeping at local fairgrounds, unloading supplies at the food pantry, and general upkeep of the Sheriff's Office and Courthouse. Participation was limited to inmates serving local misdemeanor sentences, and successful performance in the program could result in reduced sentences. Despite its benefits, the program was discontinued in 2006 due to budget constraints, leading to the resumption of transferring inmates with longer sentences to other county facilities.

Pilot Program and Renovations - permits the local jail to house inmates beyond twelve days under specific conditions. These conditions included:

  • Housing only non-violent misdemeanor offenders.
  • Undertaking necessary renovations, such as replacing water lines, adding televisions, repainting the facility, installing a new heating system, and purchasing additional exercise equipment.
  • Ensuring that inmates without serious medical problems or significant physical handicaps are housed locally, as the jail lacked the resources to address such needs.
  • Hiring additional Correction Officers to maintain adequate staffing levels.

Since the pilot program's implementation, Sheriff Ronald J. Myers has realized substantial cost savings for the county, estimated at approximately $119,185. The program's success has led the Harrison County Jail to apply for a state grant to fund the hiring of additional Correction Officers, with the expectation that improved economic conditions will sustain these positions post-grant.

Current Procedures for Sentenced Inmates - For male inmates sentenced to prison terms through the Common Pleas Court, transfers are made to the Correctional Reception Center (CRC) for intake and classification, typically lasting 30 to 45 days. Female inmates with prison terms are transferred to the Ohio Reformatory for Women (ORW). Following classification, inmates are relocated to their designated parent institutions. Additionally, inmates sentenced through the county and brought back for judicial release hearings may complete their sentences with terms set by the court or may be required to participate in the Eastern Ohio Corrections Center (EOCC) program. This program equips inmates with essential skills for reintegration into society.

Through these adaptive measures and initiatives, the Harrison County Jail continues to strive for effective inmate management and cost-efficiency while addressing the operational challenges posed by state regulations and financial constraints.
