Phone Calls to a Hawaii Inmate | State Facilities

How to call a Hawaii DCR inmate. GTL/ViaPath statewide. No county jails. Some Hawaii inmates are held at Saguaro Correctional Center in Arizona.

Hawaii runs a unified corrections system under the Hawaii Department of Corrections and Rehabilitation (DCR). There are no separately operated county jails. Every person in state custody - whether pretrial or sentenced - is held in a DCR facility. One vendor, one account platform, one set of rules covers all of them.

That vendor is GTL, now operating as ViaPath Technologies through the ConnectNetwork platform.

One important exception: a significant portion of Hawaii's sentenced male population is housed at Saguaro Correctional Center in Eloy, Arizona - a private prison operated by CoreCivic under contract with Hawaii DCR. GTL/ViaPath is also the phone vendor at Saguaro for Hawaii inmates.

Note on agency name: Prior to January 1, 2024, Hawaii corrections was managed by the Department of Public Safety (DPS). The agency was renamed the Department of Corrections and Rehabilitation (DCR) on that date. Older phone service pages on the DCR website still reference DPS; the information remains current.

Hawaii DCR uses "inmates" and "offenders" in its materials.

THE HAWAII DCR PHONE SYSTEM

Phone vendor: GTL (ViaPath Technologies) / ConnectNetwork

All inmate phone calls at Hawaii DCR facilities - local, inter-island, mainland, and international - are provided by Global Tel Link (GTL), effective February 1, 2018. GTL now operates as ViaPath Technologies through the ConnectNetwork platform.

How calls work

Inmates place outgoing calls only. You cannot call into the facility to reach an inmate. The inmate calls from a facility phone to numbers on their approved list. When a call connects, a recorded message plays. You then accept or decline.

All calls are monitored and recorded except verified legal calls.

Setting up a GTL/ConnectNetwork account

Online: connectnetwork.com (set up and manage an AdvancePay account, make deposits, view balances)

App: ConnectNetwork app (Android and iOS)

Account types:

AdvancePay (prepaid collect): You fund an account tied to your phone number. The inmate calls your number and costs are deducted from your balance. Calls that would otherwise be blocked due to unbillable numbers are completed through AdvancePay. When an inmate attempts to call a number without a funded account, the system offers a one-time complimentary one-minute call with information for setting up a prepaid account.

Debit Calls: Inmates can purchase phone time through the facility commissary (via Hawaii Correctional Industries). The inmate manages the debit funds and can call any approved number. Check current availability of the debit option at the specific facility.

Collect: Standard collect calling. Most cell phone carriers do not accept collect calls; AdvancePay is generally required for cell phones.

Deposits for inmate trust accounts are also handled through GTL/ViaPath ConnectNetwork (effective October 18, 2022). Use connectnetwork.com to send funds to an inmate's trust account.

Tablets - GTL (ViaPath)

Since September 2021, inmates at Hawaii DCR facilities have access to tablets provided by GTL. The tablets allow video visit calls and access to other program services. For tablet service information, contact the specific facility.

Rate

The current per-minute rate is not published on the official DCR phone pages. Contact GTL/ViaPath ConnectNetwork directly at 1-877-650-4249 or check connectnetwork.com for current rates applicable to the specific facility. Rates are subject to the FCC 2025 IPCS Order caps (effective April 6, 2026).

Oahu Community Correctional Center (OCCC)

Hawaii's largest jail facility, on 16 acres in urban Honolulu. Houses pretrial detainees, sentenced misdemeanants, and sentenced felons awaiting transfer.

Hawaii Community Correctional Center (HCCC)

Primary site in downtown Hilo; Hale Nani reintegration site in Panaewa.

226-bed facility. Houses pretrial detainees; offers work release and reintegration programs for inmates releasing on the island of Hawaii. Also contracts transitional residential program services for female offenders.

Maui Community Correctional Center (MCCC)

Wailuku, Maui.

Houses pretrial detainees and sentenced felons nearing release on Maui. Programs include GED, substance abuse treatment, vocational training, and work furlough.

Kauai Community Correctional Center (KCCC)

Lihue, Kauai.

Short-term facility for pretrial detainees and sentenced inmates on Kauai.

Halawa Correctional Facility (HCF)

Oahu. Medium-maximum security male facility.

Waiawa Correctional Facility (WCF)

Oahu. Minimum-medium security male facility.

Women's Community Correctional Center (WCCC)

Kailua, Oahu. Hawaii's only all-female correctional facility. Services include sex offender treatment, substance abuse treatment, and community service work lines. Facility is undergoing construction of new administration building, housing unit, and visitation/intake building.

Kulani Correctional Facility (KCF)

Big Island. Minimum security male facility.

No county jail phone system

Hawaii abolished independent county jails decades ago. The four Community Correctional Centers (OCCC, HCCC, MCCC, KCCC) are operated by Hawaii DCR, not by county governments. There is no separate county phone account to set up. All facilities - pretrial or sentenced, in Hawaii or on the mainland - use GTL/ViaPath ConnectNetwork.
