Phone Calls to an Idaho Inmate | State Prisons and County Jails

How to call an Idaho IDOC resident. ICSolutions at $0.08/min since April 2026. Tablets through ViaPath. County jails each pick their own vendor.

Idaho has two separate phone systems. The Idaho Department of Correction (IDOC) operates all state prisons under a statewide contract, and Idaho's 44 counties each operate their own jails and contract phone services independently.

Idaho's phone arrangement is unusual: ICSolutions handles phone calls for state prisons, while ViaPath (through GettingOut) handles tablets, messaging, and video visits. These are two separate platforms requiring separate accounts.

Idaho DOC uses "residents" - not "inmates" - in all official materials.

PART 1 - IDAHO STATE PRISONS (IDOC)

Phone vendor: ICSolutions

ICSolutions handles all phone calls for IDOC state facilities statewide.

How IDOC phone calls work

Residents place outgoing calls only. You cannot call into the facility. The resident calls from a facility phone to approved numbers. All calls are monitored, recorded, and require inmate voice validation before they can be placed.

30-minute maximum per call. Call forwarding is prohibited. Calls are restricted to approved numbers only.

Account type: Prepaid Collect - you fund an account tied to your specific phone number. When the resident calls your number, costs are deducted from your balance. Cell phones are accepted.

First call: If you receive a call before setting up an account, you get one complimentary 60-second call with the option to set up a Prepaid Collect account with a customer service agent on that call.

Funding limits and payments

Maximum deposit: $100 per transaction

Accepted: Visa, MasterCard, debit cards, Western Union (note: Western Union's SwiftPay product charges a $5.50 fee), money orders, cashier's checks

Not accepted: personal checks

No additional ICS transaction fees beyond the above

Voicemail

You can leave voicemails for a resident using the same Prepaid Collect account. Voicemails are one-way: you can leave messages for the resident; the resident cannot leave voicemails for you.

To leave a voicemail: call 208-258-3670 and follow the prompts. You will need your phone number linked to the Prepaid Collect account and the resident's IDOC ID number.

Cost: $1.00 per voicemail

Attorneys and bail bondsmen can set up a Direct Bill account: call 800-464-8957.

Calling rates - IDOC statewide (ICSolutions contract)

Domestic calls: $0.08 per minute (effective April 1, 2026)

International calls: varies by country; base rate is $0.06/min plus country-specific carrier costs

Rate history note: The IDOC announced a rate increase to $0.08/min effective April 1, 2026. The ICSolutions Idaho facility page may still show the prior rate of $0.06/min as of this writing because that page has not yet been updated. The IDOC's official announcement is authoritative.

No ancillary transaction fees are imposed by ICS Corrections (beyond Western Union's own fees if that payment method is used).

These rates are subject to and consistent with the FCC 2025 IPCS Order caps (effective April 6, 2026).

Tablets and video visits - ViaPath (GettingOut)

Tablets, video visitation, messaging, photos, and eCards at IDOC facilities are handled by ViaPath through the GettingOut platform. This is a separate account from ICSolutions.

- Photos (inbound from family only): $0.25 per photo

- Basic App Access Pass: $20.00 per 500 minutes (games, movies, music channels; expires 30 days)

All messaging is subject to review by DOC staff and may be denied without refund.

PART 2 - IDAHO COUNTY JAILS (44 counties)

Idaho has 44 counties, each operating its own jail. County jails contract phone services independently from IDOC. The vendor, rates, and setup process at a county jail are completely separate from ICSolutions state prison accounts. An ICSolutions account funded for IDOC state prisons does not work at a county jail, even if that jail also uses ICSolutions.

How to find the current vendor for a county jail

Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Detention," or "Jail Services." The vendor and setup instructions will be listed there. If not found online, call the jail directly.

What to do before the first call

For an IDOC state prison:

1. Find the resident's IDOC number and current facility at idoc.idaho.gov/content/prisons/resident-client-search

2. Ask the resident to add your phone number to their approved call list

3. Set up an ICSolutions Prepaid Collect account at icsolutions.com or by calling 888-506-8407

4. Fund the account (max $100 per deposit)

5. Wait for the resident to initiate the call

For an Idaho county jail:

1. Find the inmate through the county jail's inmate search or the county sheriff's website

2. Identify the current phone vendor from the jail's official website

3. Create an account with that vendor only

4. Add funds

5. Wait for the inmate to call

Do county jails use ICSolutions?
