INTRO
Idaho's Department of Correction (IDOC) operates a centralized visitation system built around ICSolutions - the platform that handles both in-person visit scheduling and video visitation at every IDOC facility. Before you can schedule a single visit, you need to be an approved visitor, registered with ICSolutions, and listed on the resident's approved visiting list. All three conditions must be true simultaneously.
Idaho publishes one of the most specific prohibited items lists in this directory. Most states say "no cell phones, no food." Idaho adds: no sunglasses, no oils, no religious oils, no can openers, no documents of any kind, no pictures of any kind including keychain-size electronic picture viewers, and no paper money in visiting rooms. These items are explicitly named on every IDOC facility page. Knowing this list before you walk through the gate is the difference between a visit and a drive home empty-handed.
Idaho uses commercial bail bonds - bail_banned = false.
APPROVED VISITOR APPLICATION
All potential visitors must complete a visiting application and submit a background check. There are two distinct processes depending on whether the resident is housed in Idaho or out of state.
FOR RESIDENTS HOUSED IN IDAHO:
Download the visiting application from idoc.idaho.gov/content/prisons/visiting/application. Mail the completed application directly to the specific institution where the resident is housed. Do not send it to IDOC headquarters. Facility mailing addresses are listed on each facility's visiting hours page at idoc.idaho.gov.
Do not apply during the reception and diagnostic process. Wait until the resident has been classified and assigned to their permanent facility - then apply to that specific institution. Applying to the wrong facility creates delays.
Processing: 2 to 4 weeks. Visiting room staff will notify the resident when the process is complete. The resident is responsible for notifying you of the decision. IDOC staff cannot tell you by phone whether you are on a resident's approved visiting list - write to the resident to inquire.
FOR RESIDENTS HOUSED OUT OF STATE:
Idaho contracts with out-of-state facilities for some of its population. If the resident is in an out-of-state facility, do NOT mail the application to that facility - it will cause delays. Instead, submit the visiting application online at forms-idoc.idaho.gov/Forms/VisitorApplication. The same background check requirement applies.
Visitors approved in the past whose approval is no longer current must submit an online renewal application.
SCHEDULING - ICSOLUTIONS
All IDOC facilities (except Adult Transition Centers/ATCs) use ICSolutions for both in-person and video visit scheduling.
Platform: icsolutions.com
ICSolutions support: (888) 646-9437
Registration required: Create an account at icsolutions.com before scheduling any visit
Three-step requirement before visiting:
1. IDOC-approved visitor (background check and application completed, approved by the facility)
2. Registered with ICSolutions (account created on icsolutions.com)
3. Listed on the specific visit being scheduled
All three must be true. Being IDOC-approved but not registered with ICSolutions means you cannot schedule. Being registered with ICSolutions but not IDOC-approved means you cannot visit.
When registering a new ICSolutions account: IDOC recommends entering your GTL Visitor ID (from the prior platform) to expedite the approval process - IDOC transitioned from GTL to ICSolutions and the GTL ID can carry over.
Timing: Arrive at least 10 minutes before your scheduled visit time. Visitors who are not on time will be turned away - this is enforced. Upon arrival, call the facility for guidance - staff will advise when it is safe to enter.
ISCC (Idaho State Correctional Center) specific: 1.5-hour visits, 2 visits per month per resident.
Visiting schedules are subject to change based on emergency counts and other institutional considerations. Always check the current schedule at idoc.idaho.gov before traveling.
TWO FORMS OF ID REQUIRED
Idaho requires two forms of identification for all adult visitors - one of which must be a state-issued photo ID. This is stricter than most states in the directory, which require only one.
Acceptable primary ID (state-issued photo ID): driver's license, state identification card, military ID
Acceptable secondary ID: passport, Social Security card, birth certificate, or another government-issued document
Both IDs must be current and valid. Expired IDs are not accepted. Bring both before leaving home.
Vehicle information is also required upon arrival - have your license plate number, make, and model ready.
THE PROHIBITED ITEMS LIST - READ THIS BEFORE YOU PACK
Idaho publishes its prohibited items list consistently across all facilities. Several items appear that are not prohibited in any other state in this directory:
Absolutely prohibited - leave these at home or in your car:
- Cell phones and all electronic devices
- Sunglasses - explicitly prohibited; leave them in your car even if it's sunny
- Oils of any kind, including religious oils - these are specifically named
- Can openers - specifically named
- Documents of any kind - bring no papers, letters, or printed materials into the visiting room
- Pictures of any kind - including photos, and specifically including keychain-sized electronic picture viewers
- Gum, candy, or any food or drink from outside - no exceptions except those specifically detailed in the visiting rules
- Paper money - no cash bills of any denomination in visiting rooms
- Purses, bags, wallets, packages, books, or magazines
- Tobacco and smoking materials
Money for vending: visitors may bring coins in clear plastic bags or debit/credit cards for vending machines. Paper currency is not accepted. This is one of the few states in the directory to explicitly prohibit paper money rather than just limiting the amount.
Diaper bags: must be clear/see-through. Opaque diaper bags are not permitted.
No pictures policy: this applies to photographs you might want to show the resident, physical photos brought as gifts, and any picture-displaying device. The prohibition is absolute.
Search authority: Staff may search any item or any visitor entering the visiting area under Idaho Code 18-2510. Refusing a search means denial of entry.
CONTRABAND - CRIMINAL CHARGES
Idaho Code 18-2510 is cited on every IDOC facility visitation page:
Knowingly introducing or possessing contraband in a correctional facility is a crime. Contraband includes tobacco, cell phones or telecommunication equipment, controlled/illegal substances, firearms or dangerous weapons, ammunition/explosives, and escape tools or devices. Violations are punishable by up to 5 years imprisonment and/or a fine of up to $10,000.
The penalty for bringing tobacco into an Idaho prison: up to 5 years and $10,000. Idaho is explicit about this.
DRESS CODE
Idaho does not publish a single consolidated statewide dress code page equivalent to Florida's Procedure 601.714 or California's CCR Section 3174. The dress code is enforced at the facility level with standard modesty rules. General standard across IDOC facilities:
What you cannot wear:
- Clothing resembling inmate uniforms or staff uniforms
- Revealing, provocative, or inappropriate clothing
- Sleeveless tops or anything that exposes shoulders
- Clothing that exposes midriff, cleavage, or excessive skin
No color-specific prohibition is documented for Idaho (no blue/orange/white/khaki prohibition).
Practical note: bring conservative, covered clothing. Idaho's facilities are often in small towns in rural Idaho - dress conservatively and you will have no issues.
NO VISITS DURING RECEPTION/DIAGNOSTIC
No visits are allowed during the reception and diagnostic process. Do not attempt to apply or visit until the resident has been classified and assigned to a permanent facility. This applies statewide.
Medical note: Residents assigned to a medical unit may visit with prior approval from the visiting supervisor during regular hours. If a resident cannot leave their unit, the visit must be approved by the warden and scheduled in advance.
VIDEO VISITATION - ICSOLUTIONS
All IDOC facilities (except ATCs) transitioned from GTL to ICSolutions for video visitation.
Platform: icsolutions.com / (888) 646-9437
Same approval requirements apply: must be IDOC-approved, registered with ICSolutions, and listed on the visit.
Schedule video visits through your ICSolutions friends and family account.
MINOR VISITOR RULES
Minor visitors must be listed on the approved visiting list and covered by the completed application. Any diaper bags for infants must be clear/see-through. Verify specific minor visitation requirements with the facility - minors' rules may vary by security level.
FEDERAL BOP FACILITIES IN IDAHO
Federal inmates in Idaho fall under BOP Residential Reentry Management San Francisco (7950 Dublin Blvd., 3rd Floor, Dublin, CA 94568 / (925) 803-4700). Federal prisons operate under BOP Program Statement 5267.09. No ICSolutions requirement - federal facilities use their own visitor processes.
Federal facilities in Idaho: FCI Boise (Boise, ID), FCI Pocatello (Pocatello, ID). Pull current details at bop.gov/locations/.
REENTRY CONNECTION
Idaho's Adult Transition Centers (ATCs) are the primary community reentry facilities - note that ATCs are specifically exempted from the ICSolutions video visitation requirement, indicating different rules apply. See our Idaho halfway houses page at inmateaid.com/halfway-houses/idaho/ for current ATC locations and reentry resources.
