Idaho presents a challenging reentry environment in several key areas. The expungement framework is one of the most restricted in the West - meaningful relief is available only for cases where judgment was withheld, not for most conviction records. Idaho has no statewide ban-the-box law. The SNAP drug felony ban has been modified but not eliminated. Medicaid was finally expanded in 2020 after Idaho voters passed Proposition 2 in 2018 - the legislature delayed implementation for nearly two years. Voting rights require completing all supervision. The reentry service infrastructure is most developed in Boise (Ada County) and the Treasure Valley (Canyon County/Nampa). Twin Falls (Twin Falls County), Pocatello (Bannock County), and Idaho Falls (Bonneville County) have limited secondary resources. FIRST 30 DAYS CHECKLIST

Day 1-7:
Obtain your Idaho state ID or driver's license. Idaho Transportation Department (ITD): itd.idaho.gov. IDOC provides a state ID to qualifying individuals at release. Bring: birth certificate or IDOC ID, Social Security card, and proof of Idaho residency.
Day 1-14:

Day 1-30:
Determine your full supervision end date. Idaho voting rights restore only after completing all parole and probation. Get your supervision end date from your release paperwork.

State ID / Driver's License:
Idaho ITD - itd.idaho.gov. IDOC provides state IDs at release for qualifying individuals. Bring proof of identity, Social Security number, and Idaho residency. Cost: $15 for ID card.
Outstanding license issues: Idaho suspends driver's licenses for DUI, unpaid fines, and other reasons. Check status at itd.idaho.gov.

VOTING RIGHTS
Idaho restores voting rights after completing the full sentence including all parole and probation. Release from prison alone does not restore voting rights.

Idaho has same-day voter registration at polling places on Election Day and during early voting.

IDAHO MEDICAID:

EXPUNGEMENT AND RECORD RELIEF
Idaho's expungement framework is among the most restricted in the West.
Withheld judgment expungement (Idaho Code 19-2604):
The primary expungement pathway in Idaho applies to cases where the court withheld judgment - meaning the court accepted a guilty plea but withheld entry of a formal conviction, putting the defendant on probation. If probation is successfully completed, the case is dismissed. The defendant can then petition for expungement of the arrest record. This is the most common Idaho expungement pathway.
Critically: if the court entered a formal judgment of conviction rather than withholding judgment, expungement is generally not available under current Idaho law. Unlike Ohio or Michigan which provide expungement pathways for conviction records, Idaho's framework is largely limited to withheld judgments.
Juvenile records: Idaho has separate provisions for expunging juvenile records - more accessible than adult conviction expungement.
What CANNOT be expunged: Most adult conviction records where judgment was formally entered, sex offenses, violent crimes, and most serious felony convictions. Idaho's conviction expungement framework is one of the narrowest in the Mountain West.
