INTRO

These 36 centers span Indiana's most populous counties, from Marion County in Indianapolis (Indiana's largest with 385 beds) to smaller jail-based programs in rural counties. Together they represent Indiana's primary pathway from incarceration to community release for state inmates.
IDOC also administers the Community Transition Program (CTP) directly, providing a separate pathway for eligible inmates that can connect to county community corrections contracts for reentry services.

COUNTY-OPERATED WORK RELEASE - HOW IT WORKS
Indiana's county-operated residential centers are not administered by IDOC directly. Each county's advisory board operates the program under a Justice Reinvestment Grant from IDOC. Courts can sentence offenders directly to community corrections programs under IC §11-12-1, or IDOC can transition inmates into the work release system as part of the CTP.
Placement routes vary by county - some accept court-direct sentences, others accept IDOC transitions, and many accept both. Two center types exist: Stand Alone (purpose-built community corrections facilities) and Jail Based (operated within or adjacent to the county jail). Residents in Stand Alone facilities generally have more freedom of movement; Jail Based programs typically share infrastructure with the jail.
