Family Rights and Advocacy in Iowa | InmateAid

Iowa uses a communications platform called **Ameelio** for every incarcerated person in the state. Phone calls, video calls, and electronic messaging are all **free**. Not free for some. Not free with limitations. Free for everyone -- families and incarcerated people -- at all nine Iowa DOC facilities. Iowa deployed Ameelio tablets statewide and replaced its previous video platform with Ameelio in 2021. Since then, the system has expanded to include voice calls and electronic messaging. Families in Iowa have saved millions annually in communication costs.

That is the opening fact for Iowa because it is the most important practical change families need to know. If you have been paying for prison phone calls to someone in Iowa DOC, those calls are now free.

All visits -- in-person and video -- are scheduled through the **Ameelio app**. Download it, create an account, request contact with your loved one, get approved, and schedule. The Iowa DOC, not Ameelio, approves or denies visitation requests.

The visitation application itself is not electronic. It must be **printed, signed, and mailed** to:

Mount Pleasant Correctional Facility

Attn: Central Records

1200 E. Washington St.

Mount Pleasant, IA 52641

Centralized Visiting: **(319) 385-9511**

Iowa's Inmate & Family Services hub is at doc.iowa.gov/inmate-family-services -- the starting point for all operational questions.

What Families Are Facing in Iowa

Iowa incarcerates approximately 8,500-9,000 people in nine state facilities. Iowa prisons are operating significantly over capacity -- a documented ongoing problem that the ACLU of Iowa has tracked for years. Iowa DOC facilities:

- **Iowa Medical and Classification Center (IMCC)** -- Oakdale, Johnson County (near Iowa City); intake facility for adult males; stays usually 60 days or fewer before transfer to permanent facility

- **Iowa State Penitentiary (ISP)** -- Fort Madison, Lee County (southeastern Iowa corner, on the Mississippi River); oldest prison in Iowa; maximum security

- **Anamosa State Penitentiary** -- Anamosa, Jones County (northeastern Iowa)

- **Iowa Correctional Institution for Women (ICIW)** -- Mitchellville, Polk County (near Des Moines); primary women's facility

- **Newton Correctional Facility** -- Newton, Jasper County (central Iowa)

- **North Central Correctional Facility** -- Rockwell City, Calhoun County (northwest Iowa -- rural and remote)

- **Mt. Pleasant Correctional Facility** -- Mt. Pleasant, Henry County (southeastern Iowa; also houses Central Records for statewide visitation)

- **Oakdale Community Reentry Center** and other community corrections facilities

For a family in Des Moines visiting someone at Iowa State Penitentiary in Fort Madison: nearly 2.5 hours southeast. North Central in Rockwell City: nearly 2 hours northwest. The distances across Iowa are real, even if not as extreme as some states in this series.

On mail: Iowa changed its mail system in 2022. Personal mail does not go to the facility address. It goes to a centralized processing center in Las Vegas, Nevada. Each Iowa DOC facility has a facility-specific mailing code that must be included in the address.

Mail address format:

[Incarcerated Person Name] - [Offender ID Number]

[Facility Name] - [Facility ID/Mailing Code]

P.O. Box 96777

Las Vegas, NV 89193

Find the correct facility mailing code at doc.iowa.gov. Legal mail still goes directly to the facility.

On money: mail-in deposits require a cashier's check or money order (no personal checks), payable to IDOC Offender Fiduciary Account, sent to: 1550 L Street, Suite B, Fort Dodge, IA 50501. Include offender name, number, sender's name and full address.

Your Rights as a Family Member in Iowa

Visitation rights

Iowa DOC states that visits help maintain important connections and offers both in-person and video visits at **no cost**. All visit scheduling goes through the Ameelio app.

To be approved for visits:

1. Submit a paper application (not electronic). Print, sign, and mail to Mount Pleasant Correctional Facility, Attn: Central Records, 1200 E. Washington St., Mount Pleasant, IA 52641.

2. Every adult visitor submits their own application. Minors are listed on an application completed by their parent or legal guardian.

3. Background check required.

4. Iowa DOC approves or denies -- not Ameelio.

5. Bring government-issued ID to all in-person visits (required for visitors 18 and older).

For the intake period at IMCC: you can submit a visitation application as soon as your loved one arrives at intake. Male offenders are typically at IMCC for 60 days or fewer. This is significantly more family-friendly than states with no-visit intake blackouts.

Visiting hours vary by facility. Check facility pages at doc.iowa.gov.

Communication rights

All phone calls, video calls, and electronic messages are free through Ameelio. Create an account at the Ameelio app or ameelio.org. Request contact with your loved one, get approved, then communicate.

All calls are monitored and recorded except legal calls.

Notification rights

Iowa DOC is not required to notify family members of transfers. Use the Iowa DOC Offender Search at doc.iowa.gov to track current location. Iowa DOC notifies next of kin for serious medical emergencies and deaths -- your loved one must have designated you in their records.

Grievance rights

Internal Iowa DOC grievances must be filed by the incarcerated person. Family members cannot file internal grievances.

Iowa Inmate & Family Services: The Official Information Hub

Iowa DOC has organized family-facing resources at doc.iowa.gov/inmate-family-services. The hub covers:

- Offender Search (locate incarcerated individual)

- Visiting (in-person and video, Ameelio scheduling)

- Phone calls (Ameelio, free)

- Messaging (Ameelio, free)

- Mail guidelines and policies

- Funds deposit options

- Commissary vendor options

- Books and publications mailing guidelines

- Legal professional contact information

This hub is the first stop for all operational questions. Centralized Visiting for questions about the visitor application: **(319) 385-9511**.

The Mail Change: What Families Need to Know

Effective July 21, 2022, Iowa changed how personal mail is processed. Physical letters no longer go directly to facility addresses.

The format for all personal (non-legal) mail:

[Incarcerated Person's Full Name] - [Offender ID Number]

[Facility Name] - [Facility Mailing Code]

P.O. Box 96777

Las Vegas, NV 89193

Find the facility mailing code at doc.iowa.gov. The zip code 89193 is correct. Each facility has its own mailing code -- verify it before sending, as mail sent to the wrong code or to the old facility address may be delayed or returned.

Legal mail: still goes directly to the facility address. Confirm the facility's legal mail address at doc.iowa.gov.

Iowa Family Advocacy Organizations

Iowa Justice Action Network

iowajusticeactionnetwork.org

The Iowa Justice Action Network is a coalition of individuals and organizations working on prison reform in Iowa. Their board includes professors, business leaders, public servants, and community activists. What they do: collaborative relationships with state and national advocacy organizations; tracking legislation that may impact the criminal justice system; events to inform the public on prison reform and mass incarceration; systemic change advocacy.

For Iowa families who want to connect with other directly impacted people and engage in criminal justice reform advocacy at the state level, the Iowa Justice Action Network is the primary coalition to contact.

ACLU of Iowa -- Smart Justice Iowa

aclu-ia.org

505 Fifth Ave., Suite 808, Des Moines, IA 50309

Phone: 515-243-3988

The ACLU of Iowa is the most active prisoner rights legal organization in the state. Their prisoners' rights work includes:

- Litigation on conditions of confinement, medical care, and disciplinary processes

- Active case (as of June 2025): Wright, Harris, and Fagan v. State of Iowa -- brief filed June 13, 2025 challenging systemic disciplinary problems at Iowa Correctional Institution for Women (ICIW) in Mitchellville, including mass urinalysis testing without individualized suspicion and an unconstitutional "some evidence" standard in disciplinary proceedings

- Smart Justice Iowa campaign focused on reducing incarceration and ending racial disparities

The ACLU of Iowa has documented that Iowa prisons operate significantly over capacity and that conditions "often threaten people's health, safety, and human dignity," with chronic illnesses going untreated and mental illness not properly managed.

For families with loved ones at ICIW or any Iowa DOC facility experiencing unconstitutional conditions, the ACLU of Iowa is the legal contact.

Families Against Mandatory Minimums (FAMM)

famm.org

National network including Iowa families. For families with loved ones serving excessive mandatory minimum sentences.

Iowa Legal Aid

iowalegalaid.org

Phone: 1-800-532-1275 (statewide intake)

Iowa Legal Aid provides free civil legal assistance to income-eligible Iowans. While not a prisoner rights litigator, they can assist with civil matters arising from incarceration and provide referrals to appropriate resources.

Prisoner Rights Organizations Families Can Contact on Their Loved One's Behalf

ACLU of Iowa

aclu-ia.org | 515-243-3988

As described above. Primary prisoner rights legal organization in Iowa. Active litigation on conditions of confinement (June 2025 case at ICIW). Does not take individual grievance cases routinely -- contact them when the issue involves a pattern of rights violations, unconstitutional conditions, or documented abuse.

Iowa Justice Action Network

iowajusticeactionnetwork.org

Works with organizations providing services to people in the criminal justice system; can connect families to appropriate legal and advocacy resources.

Human Rights Defense Center (HRDC)

humanrightsdefensecenter.org

Phone (for family members): 561-360-2523

HRDC advocates on prison phone costs, publications access, and free speech in facilities. Iowa's Ameelio system makes communications free, which is what HRDC has fought for nationally. If any Iowa DOC facility restricts publications, mail, or communications in ways that appear to violate rights, HRDC can advise. Family members can contact directly.

Iowa Legal Aid

iowalegalaid.org | 1-800-532-1275

Free civil legal services for income-eligible Iowans. Referrals for matters related to incarceration.

How to File a Complaint on Your Loved One's Behalf

Step 1: Document everything specific

Date, facility, staff name if known, what happened. Specific documentation is essential.

Step 2: Iowa DOC facility administration

Contact the facility directly. Facility contact information at doc.iowa.gov. The Warden's office is the first internal contact for conditions issues that have not been resolved by facility staff.

Step 3: Iowa DOC central office

Contact through doc.iowa.gov for issues that cannot be resolved at the facility level.

Step 4: Centralized Visiting

For visitation-specific issues: (319) 385-9511.

Step 5: Contact your Iowa state legislators

State senator and state representative. Find at legis.iowa.gov. Iowa's legislature has oversight authority over DOC. Constituent contact is one of the most effective levers for families who cannot get responses through DOC.

Step 6: Contact advocacy organizations

ACLU of Iowa (515-243-3988), Iowa Justice Action Network, or FAMM for guidance on whether the situation warrants legal or advocacy intervention.

Step 7: Federal escalation

For civil rights violations: U.S. Department of Justice Civil Rights Division (justice.gov/crt). For federal facilities in Iowa: BOP North Central Region.

What families cannot compel: You cannot file an internal Iowa DOC grievance for your loved one. You cannot override facility security decisions. External organizations can investigate and advocate but cannot guarantee outcomes.

Supporting Yourself While Supporting Them

Iowa has done something most states have not: made prison communications genuinely free. The Ameelio platform costs families nothing for calls, video, or messages. That financial barrier -- which in other states can run dozens of dollars a month -- does not exist in Iowa.

What Iowa has not solved is overcrowding. Iowa prisons are significantly over capacity. The ACLU of Iowa has documented inadequate medical care, mismanaged mental health, and disciplinary processes that may be unconstitutional. The free communications do not fix those conditions.

The Iowa Justice Action Network (iowajusticeactionnetwork.org) is where Iowa families who want to be involved in advocacy and reform can connect.

The ACLU of Iowa (aclu-ia.org) is the legal organization actively litigating prison conditions in Iowa and monitoring the system. If your loved one is at ICIW and has been subjected to mass urinalysis testing or facing disciplinary sanctions that seem unfair or without evidence, their June 2025 case (Wright, Harris, and Fagan v. State of Iowa) is directly relevant.

Frequently asked questions

Are prison calls free in Iowa?

Yes. Iowa uses Ameelio for all communications at all nine state DOC facilities. Phone calls, video visits, and electronic messages are all free for both incarcerated people and their families. Iowa replaced its previous video platform with Ameelio in 2021 and has since expanded to voice calls and messaging.

How do I set up communication through Ameelio?

Download the Ameelio app or go to ameelio.org. Create an account, submit photos of your ID, and request contact with your loved one (by name or inmate ID number). Iowa DOC approves or denies the contact request. Once approved, you can schedule visits, calls, and messages through the app at no cost.

How does the visitation application work in Iowa?

The application must be printed, signed, and mailed -- electronic applications are not accepted. Mail to: Mount Pleasant Correctional Facility, Attn: Central Records, 1200 E. Washington St., Mount Pleasant, IA 52641. Every adult visitor submits their own application. Contact Centralized Visiting at (319) 385-9511 for questions.

What changed about Iowa prison mail in 2022?

Effective July 21, 2022, personal mail for Iowa DOC inmates goes to a centralized processing center in Las Vegas, Nevada, not to the facility directly. Format: [Name - Offender ID] / [Facility Name - Facility Mailing Code] / P.O. Box 96777 / Las Vegas, NV 89193. Find the facility mailing code at doc.iowa.gov. Legal mail still goes to the facility address.

What is the Iowa Medical and Classification Center (IMCC) and can I visit during intake?

IMCC in Oakdale (near Iowa City) is the intake facility for adult males in Iowa. Unlike some states where intake visits are completely banned, Iowa allows families to submit visitation applications as soon as a person arrives at IMCC. Male offenders are usually at IMCC for 60 days or fewer before transfer to a permanent facility.

What is the Iowa Justice Action Network?

A coalition (iowajusticeactionnetwork.org) of individuals and organizations working on prison reform in Iowa. They track legislation, develop relationships with advocacy organizations, host public events on prison reform, and work with people professionally involved in the criminal justice system. The entry point for Iowa families who want to engage in criminal justice reform advocacy.

What is the ACLU of Iowa doing on prisoner rights?

The ACLU of Iowa (aclu-ia.org; 515-243-3988) is the primary prisoner rights legal organization in the state. They are actively litigating conditions of confinement cases. As of June 2025, they filed a brief in Wright, Harris, and Fagan v. State of Iowa challenging systemic disciplinary problems at ICIW in Mitchellville, including mass urinalysis testing without individualized suspicion.
