Kansas has two separate phone systems. The Kansas Department of Corrections (KDOC) operates all state prisons under a split vendor arrangement - ICSolutions handles phone calls and video visits, while GettingOut by GTL (ViaPath) handles tablet messaging and content. Kansas's 105 counties each operate their own jails and contract phone services independently.
Three things to know before you start:
First, ICSolutions and GettingOut are separate platforms with separate accounts. Setting up one does not give you access to the other.
Second, KDOC does not use GTL to process deposits or commissary payments. If you want to send money to a resident's account, go through KDOC's own inmate banking system.
Third, residents cannot call cell phones unless you have a prepaid account set up with ICSolutions first.

How KDOC phone calls work
Residents place outgoing calls only. Residents cannot receive calls. The resident calls from a facility phone to numbers on their approved call list.
Phone list: On arrival, each resident fills out a list of numbers they want to call. Every number a resident requests to add is contacted by KDOC staff, verified, and asked whether the person wants to be on the resident's call list. The resident updates their list every 120 days thereafter.
All calls except attorney calls are subject to monitoring and recording per Kansas Administrative Regulation KAR 44-2-102(c). Chain dialing, three-way calling, call forwarding, and dialing extra digits are all prohibited. Each living unit has designated calling periods during yard time and evening hours.

Video visits at KDOC facilities use ICSolutions' video platform, The Visitor, accessible at icsolutions.com. To access video visitation, you must first be an approved visitor through KDOC's own visitation approval process, then register with ICSolutions. Video visit registration is separate from phone account setup.
Tablet messaging and content - GettingOut by GTL (ViaPath)
Tablets, electronic messaging, photos, eCards, and entertainment content at KDOC facilities are handled by GettingOut (gettingout.com), a platform operated by ViaPath Technologies (formerly GTL). This is entirely separate from the ICSolutions phone system.

Emergency calls: In a verifiable emergency such as serious illness or death in the family, call the specific facility. During business hours, staff will forward to the resident's counselor. After hours and on weekends and holidays, verified emergencies are relayed to the resident at the earliest possible time.

Kansas has 105 counties, each operating its own jail. County jails contract phone services independently from KDOC. Vendor, rates, and setup vary by county.
How to find the current vendor for a county jail
Go to the county sheriff's official website and look for pages labeled "Inmate Telephone," "Inmate Communications," or "Jail." The vendor, setup link, and rate table will be listed. If not found online, call the jail directly.
