HOW KENTUCKY RSC PLACEMENT WORKS
RSC placement is managed by the DOC Division of Probation and Parole. Eligible inmates must have community custody (Level 1) classification and be near their parole eligibility date. Placement is not voluntary or self-applied - it flows through the parole process and the institutional case manager. Most RSCs follow the Therapeutic Community model; some use the Recovery Kentucky recovery housing model.
The RSC program emphasizes employment: residents are expected to work in the community while completing the 6-month program. Vocational training, educational opportunities, and cognitive behavioral programs are standard. RSCs with addiction services programming are designated separately and serve inmates with substance use disorder.
RECOVERY KENTUCKY CENTERS - A DISTINCTIVE MODEL
Recovery Kentucky's 13 centers are not traditional corrections-run halfway houses - they were created to address the intersection of substance use disorder and chronic homelessness in Kentucky. Each center offers 100 beds, with 60 contracted to DOC for corrections clients and 40 available to community members with SUD and housing instability.
The program model has four phases: a dormitory entry phase, a motivational/educational phase, an apartment phase (shared or single), and a mentorship/peer support phase. DOC requires a full 6-month commitment for good time credit. Centers are in both urban and rural Kentucky - Harlan, Knott County, Grayson, and Elkhorn City serve Eastern Kentucky's coal country; Henderson, Paducah, and Owensboro serve the west.
The University of Kentucky's Center on Drug and Alcohol Research conducts annual outcome studies. In FY2024, 87% of clients reported illegal drug use at intake versus 14% at follow-up - one of the stronger publicly documented program outcome datasets in the directory.
