INTRO
Louisiana's Department of Public Safety and Corrections (LDOC) operates eight state-run correctional facilities - including Louisiana State Penitentiary (Angola), the largest maximum-security prison in the United States by land area. The LDOC visitation system is governed statewide by Department Regulation C-02-008 (Offender Visitation), with facility-specific procedures layered on top.
Two things distinguish Louisiana's visitation system. First, the dress code at Angola is one of the most specific clothing prohibition lists in the directory - denim is prohibited, white t-shirts are prohibited, gray and blue sweatshirts are prohibited, and footwear must stay on at all times. Second, Angola itself operates a bus system to transport visitors from the front gate to the visiting areas - the bus makes its final departure at 2:00 PM, meaning visitors must arrive before that or lose their visit for the day.
The LDOC issued a formal press release in October 2025 warning families that visitation rule violations can result in arrest, fines, and imprisonment under Louisiana law.

VISITOR APPLICATION - FORM C-02-008-A

How it works:

- The prospective visitor completes the form and mails it to the specific facility
- Each Warden designates a staff person to receive and process applications
- Parents/legal guardians complete applications for minor children (under 18) and must sign
The regulation requires the imprisoned person to provide the correct name, address, date of birth, race, and sex of all prospective visitors. Any inaccuracies delay or deny processing.

LSP ANGOLA - FACILITY-SPECIFIC RULES
Angola is unlike any other facility in the directory and warrants its own section.

THE BUS SYSTEM:
Angola's visiting areas are spread across a large campus. Visitors do not walk directly to a visiting room - they take a facility bus from the front gate to the visiting area. The bus makes its final departure at 2:00 PM. If you arrive after 2:00 PM, you cannot get to the visiting area. Plan arrival for well before 2 PM. Angola's remote location - 20+ miles from St. Francisville at the end of a single road (Highway 66) - means traffic, car trouble, or navigation errors have no margin.
Visiting days and hours: Saturday and Sunday, 6:00 AM to 4:00 PM.
Length of visits: 2 hours per visiting day. Warden retains discretion to adjust based on space and staff.
Visit frequency: each visitor may visit twice per month.
Visitors per visit: up to 5 visitors (including children) at one time.
Approved list size: 10 approved visitors plus 1 religious adviser.
ANGOLA DRESS CODE (published on doc.la.gov, updated February 2026):
Prohibited at Angola - specific items:
- Denim or chambray shirts (any color) - male and female visitors
- Gray, blue, or white sweatshirts - male and female visitors
- White t-shirts - male and female visitors
- Camouflage or clothing resembling correctional officer uniforms (blue BDUs, etc.)
- Transparent clothing
- Swimming suits
- Skirts, shorts, skorts, culottes, or dresses shorter than 1 inch above the kneecap, or those with revealing slits
- Strapless, tube, halter tops, tank tops, or strapless dresses
- Tops that expose the midriff
- Low-cut blouses, shirts, or dresses
- Spandex, Lycra, athletic/aerobic tights, or leotards
- Clothing with revealing holes or tears above the kneecap
- Clothing or accessories with obscene or profane writing, images, or pictures
- Gang or club-related clothing or gang affiliation insignia
- House slippers, shower shoes, or flip flops - footwear must remain on feet at all times
- Hats or head coverings (exception: religious beliefs)
- Undergarments that are visible
Angola dress code note: the denim prohibition is broader than California's. California prohibits blue denim only (inmate color). Angola prohibits denim and chambray shirts of any color - any denim shirt, any chambray shirt - as well as white t-shirts and gray/blue/white sweatshirts. This is not just a color prohibition; it covers fabric type as well.
ANGOLA WHAT YOU CAN BRING to the visiting area:
- Wallet or clutch purse with no more than $300.00 cash per family
- Nitroglycerin tablets (must remain on person)
- Prescription medication in original container - must be given to bus driver, kept at security counter, returned at front gate
- Prescription asthma spray (remain with visitor)
- Small amount of candy (if diabetic)
- One car key (remote locks allowed if attached to key ring)
- Baby supplies: up to 4 diapers, 2 jars of vacuum-sealed baby food, 2 bottles of milk/juice, 1 change of clothing, 1 diaper bag, 1 baby blanket (max 48 inches)
- Wallet-size photos
Nothing on this list may be left with the imprisoned person at the end of the visit.
ID REQUIREMENTS - STATEWIDE
All approved visitors must have a valid picture ID. Forms accepted:
- Valid state-issued driver's license
- Valid state photo ID card (from the DMV)
- Passport
- Military, law enforcement, college/university, or school identification
At Angola specifically: all visitors 15 years of age and above must have a picture ID to visit. This is a lower age threshold than most states (15 vs. the more common 18).
Statewide per the October 2025 LDOC guidance: all visitors 18 years old or older are required to show a picture ID each time they visit.
SEARCHES - K-9 AND EQUIPMENT
Louisiana is the only state in the directory that explicitly lists K-9 searches as part of its standard visitor search procedure. From the October 2025 LDOC guidance:
All visitors - including minors - are subject to searches of their property, automobile, and person. Searches use metal detectors, substance detection scanning equipment, and trained K-9 search dogs.
Refusal to be searched: the visit is denied. If a visitor does not wish to be searched, they should not attempt to enter the facility.
The Louisiana Administrative Code (Title 22, Section I-303) describes the search levels:
- General search: visitor removes clothing down to underwear for inspection of clothing and visual observation of person
- Strip search: visual search of nude body; visitor may be required to bend over, squat, turn around, raise arms, and lift genitals
Strip searches require the same-sex officer, conducted in private. A consent form is available. Refusal to comply with a search order constitutes reasonable suspicion to conduct a general or strip search, or to refuse the visit.
CONTRABAND - CRIMINAL CHARGES
Louisiana law (La. R.S. 14:402) expressly prohibits introducing, attempting to introduce, or possessing contraband on the grounds of any Louisiana correctional facility. Prohibited items include:
- Any type of weapon or firearm
- Cell phones or other communication devices
- Illegal drugs or controlled substances
- Tobacco and cigarettes
- Alcohol
- Pornographic images
- Escape tools
- Explosive, flammable, or hazardous materials
Violations may result in criminal charges. The imprisoned person may also face disciplinary action, lost visitation privileges, or extended sentences.
Personal possessions - wallet, purse, cash, cellular devices - must be left in the visitor's locked vehicle for the entire duration of the visit.
SEX OFFENDER VISITOR RESTRICTIONS
Department Regulation C-02-008 contains a specific section (Section 11.A.) regarding offenders with current or prior sex crime convictions and minor child visitors. Minor children may visit on regular visiting days only when:
- Accompanied by an adult visitor on the offender's approved list
- Both visitors are visiting the same offender at the same time
Court-ordered visitation under Louisiana Act No. 383 (2014 Regular Session): a court may authorize visitation with an incarcerated parent. When such an order exists, the Department cannot deny the visit, but the visit must still conform to all other rules.
