INTRO
If your loved one is approaching release from a Michigan state prison, the state doesn't use a traditional halfway house model. Instead, Michigan's Department of Corrections built the Offender Success (OS) system - one of the most imitated reentry frameworks in the country - which coordinates housing, employment, transportation, and support services through 11 regional Administrative Agencies contracted by MDOC statewide.
Michigan's results speak to the effectiveness of this approach. At the end of 2024, Michigan's prison population stood at 32,778 - the lowest in over three decades, down from a peak of more than 51,000 in 2007. The three-year recidivism rate hit 21% - the lowest on record in Michigan, translating to a 79% success rate for those paroled in 2021.
For federal inmates, Michigan is covered by two BOP RRM offices: RRM Detroit handles eastern Michigan (4026 East Arkona Road, Milan, MI 48160 / 734-508-9048), and RRM Chicago handles western Michigan. Federal placement follows the standard BOP case manager process beginning 17-19 months before release.
HOW MICHIGAN'S OFFENDER SUCCESS SYSTEM WORKS
MDOC's Offender Success Administration manages a statewide network of contracted services through 11 regional Administrative Agencies. Each Admin Agency serves a defined set of counties and coordinates transitional housing, job placement, skill development, and mentoring for eligible parolees.
Placement is not self-initiated. A parole agent must make a referral. Families cannot apply on behalf of their loved one - the process begins with the parole agent identifying a parolee's needs and connecting them to the regional OS program.
Transitional housing is one component of the broader OS service package. MDOC doesn't run its own halfway houses; it relies on a network of landlords and community providers maintained by each region's Community Coordinator. FY2026 REENTRY INVESTMENTS
Michigan's FY2026 budget invested more than $10 million in reentry programs - including $2 million specifically for transitional housing development and $6.6 million for recovery coaches who support parolees with substance abuse histories. Michigan's MSHDA also allocated $3.37 million through the Recovery Housing Investment Program for 200-300 additional recovery housing beds, prioritizing 17 high-need counties.

Michigan's Clean Slate law significantly expanded expungement and created automatic record sealing - removing one of the most persistent barriers to housing for returning citizens. SEX OFFENDER RESTRICTIONS IN MICHIGAN
Michigan law (MCL §28.733 et seq.) prohibits registered sex offenders from residing within 1,000 feet of a school. Parole board conditions typically impose additional restrictions.
