INTRO
Mississippi's Department of Corrections (MDOC) operates state prisons across 82 counties - including Parchman (Mississippi State Penitentiary), one of the most recognized and historically significant prison facilities in the United States. The MDOC's statewide visitation guidelines are published on mdoc.ms.gov and apply to all state-operated facilities. Regional facilities and the two privately operated prisons may have different policies - contact the specific facility before traveling.
One rule that catches visitors off guard at MDOC facilities: once you leave the designated visiting area for any reason, your visit is concluded for the day. Not paused. Not continued. Done. This is published clearly in MDOC's rules and applies even if you step out briefly. Plan accordingly.
A second logistical note: at MSP (Parchman) and similar large facilities, visitors are processed at a central Visitation Center and bused to individual units. The last bus leaves at 1:30 PM. Arriving late means missing the bus and losing the visit.
Mississippi uses commercial bail bonds - bail_banned = false.
VISITOR APPLICATION PROCESS
The inmate is responsible for initiating the visitation application process. Visitation forms are not available online and are not emailed or mailed by MDOC. The inmate must obtain the application from their case manager and send it to the prospective visitor.
How it works:
1. The inmate obtains the Application for Visiting Privileges from their case manager
2. The inmate mails the application to the prospective visitor
3. The visitor reviews and completes all parts of the application
4. The visitor mails the completed application to the MDOC address indicated in the application package
5. If the prospective visitor is a minor, the parent or legal guardian completes the application
MDOC strongly encourages all applicants to confirm approval before making any travel plans. MDOC's exact language: "We strongly discourage purchasing a plane ticket or planning a long drive before having confirmation that visitation will be possible on the desired day."
Applicants are not notified automatically if approved. Visitors may call the facility to inquire about their status. The inmate is not notified of approval status either - visitors must call the facility directly to confirm.
List structure:
- Each inmate may list up to 10 visitors
- The list is reviewed annually for updates
- Immediate family members remain on the list permanently unless removed by the inmate
- Non-immediate family members' inclusion expires automatically unless renewed by the inmate
- Visitors are allowed to visit only one inmate, unless they are immediate family to another inmate at the same facility
Information currency: immediate family members must keep their information current with the facility's visitation office - including driver's license status. If name, address, or any other information changes, the inmate must obtain a new application and the family member must submit the updated information along with a copy of their driver's license to the visitation coordinator. Failure to keep information current may result in being turned away at the gate.
WHO IS RESTRICTED FROM VISITING
Persons on probation, parole, or other forms of conditional release: not allowed to visit unless a verifiable family relationship can be established, and then only with the written approval of the superintendent. Written authorization must be presented at every visit.
Convicted felons: prohibited from visiting unless immediate family relationship can be established. In such cases, the superintendent grants permission in writing. The written authorization must be shown every visit.
Former MDOC employees: the superintendent or designee must grant permission. Written approval required.
Current MDOC employees: must be immediate family of the inmate and provide verifiable proof. Superintendent approval required.
Victims: a visit between an offender and the offender's victim will not be permitted unless approved in advance in writing by the superintendent.
Intoxicated persons: not allowed to enter prison grounds while intoxicated in any way.
VISITING HOURS - STATEWIDE STANDARD
General Population Units: Saturday or Sunday, 8:00 AM to 2:00 PM (0800-1400). Each unit has its own assigned visitation day - the inmate will inform you whether their unit visits on Saturday or Sunday.
Maximum Security ("C" Custody): 1st Saturday and 3rd Sunday, 4:00 PM to 5:00 PM (1600-1700). C Custody offenders are restricted to non-contact visits only. Visits must be limited to two hours and prearranged by appointment.
Special Treatment Units (STU): 1st Saturday or 3rd Sunday, 4:00 PM to 5:00 PM.
PROCESSING CUTOFF: At facilities with a central Visitation Center and bus transport (MSP/Parchman, SMCI, CMCF and similar), visitors are processed between 8:00 AM and 1:30 PM. The last bus to units leaves at 1:30 PM. Arrive before 1:30 PM or you will not be transported to the unit and will lose the visit for the day.
Always call the specific facility before visiting - MDOC explicitly advises confirming there are no schedule interruptions or inmate restrictions before traveling.
THE LEAVE-THE-AREA RULE
MDOC's published rules state: when a visitor leaves the designated visiting areas for any reason, their visit will be concluded for the day.
This applies to:
- Stepping outside to make a phone call
- Going back to your vehicle
- Leaving for any other reason
The practical implication: use the restroom before entering the visitation area. Bring whatever you need - within the permitted items - when you enter. If you leave for any reason, you are done for the day.
This is the same class of rule as Kentucky's EKCC restroom policy and Maryland's restroom termination rule - but Mississippi applies it to leaving the designated visiting area for any reason at all, not just restroom use.
VISITOR LIMITS
Maximum 5 persons (including babies and children) may visit an offender at one time.
All visitors age 18 and above must have valid picture identification - driver's license, state ID, or passport.
Visitors will have the top of their right hand stamped prior to entry into the visitation center.

TOBACCO NOTE
MDOC policy allows regulated tobacco use by inmates. Visitors, however, cannot bring tobacco products into a visitation center. Tobacco may be brought onto prison grounds but must be locked in the visitor's vehicle at all times during the visit. Visitation centers are designated non-smoking areas.
CANTEEN VISITATION BAG (MSP)
At Mississippi State Penitentiary (Parchman), inmates may purchase canteen bags - up to three bags per scheduled visit week. Families must adhere to all visitation rules before accessing the canteen. Limited to three bags without currency changing hands. Contact MSP for current canteen bag procedures.
MINOR VISITOR RULES
Under age 18: must be accompanied by a parent or legal guardian at all times.
Visitors 16 years of age or older: must have a picture ID and be on the offender's approved list. The ID must display date of birth.
Visitors 15 years of age and under: must bring a legible birth certificate. If no birth certificate but has a photo ID showing date of birth, the photo ID is acceptable.
Children must be supervised by an adult visitor at all times. Failure to supervise children may result in termination of the visit.
Absolutely no toy guns or knives will be brought onto prison grounds.
Visitors with infants: may bring one diaper bag with up to 4 diapers, 2 bottles, 1 change of baby clothes, 1 pacifier, diaper wipes in a zip lock bag, and any necessary medication for the infant.
PRESCRIBED MEDICATION
General prescription medication: left with the Visitor Center Officer. Visitor notifies the officer of the time medication is to be taken and is permitted to retrieve the necessary dosage at that time.
Life-essential medication (heart medication, etc.): visitor must submit a written request to the Area Warden prior to the visit. A written doctor's statement is required verifying the individual's name, the medication, and that it must be maintained at all times. Warden provides written approval. Visitor presents both the written approval and the medication at every subsequent visit for inspection. No over-the-counter medication of any kind is allowed.
SEARCHES AND SECURITY
At all times while on the grounds of any MDOC facility, visitors are subject to search of their person, vehicle, personal property, and any/all items in possession. Vehicles are subject to search.
Search types: frisk search and/or electronic scanner (body scanner). Drug detection canines may be in use at any prison.
Prohibited items include: guns, knives, ammunition, alcohol, drugs, weapons, instruments that may be used as a weapon, and any contraband declared by the institution. Contraband will be confiscated and violators prosecuted.
Personal items: cell phones, wallets, purses, handbags, change purses, and excessive clothing must be locked in your vehicle. MDOC is not responsible for lost, stolen, or damaged personal possessions.
Personal keys: visitors will not be allowed to maintain possession of their personal keys while in the visitation center.
If the visitation room becomes overcrowded: the first visitors to register will be asked to exit. This is a first-in, first-accommodated system - arrive early, sign in early.
AFFECTIONATE BEHAVIOR
Appropriate affectionate behavior is allowed: (1) a brief kiss and embrace upon entry and exit; (2) holding hands during the visit. All other physical contact is not permitted. Contact visits are in a cafeteria-type setting. Non-contact visits use a barrier (screen or glass) with phones or speakers.
