INTRO
If your loved one is approaching release from a Missouri state prison, the state operates two flagship Transition Centers in its two largest metro areas - the Transition Center of Kansas City (651 Mulberry, Kansas City) and the Transition Center of St. Louis - along with a women's Community Supervision Center in Fulton. Missouri also uses Transitional Housing Units inside prisons during the final six months before release, giving people a structured step-down before community placement.
Missouri was one of the first states in the country to build a formal prison-to-community transition model. In 2002, Missouri became one of eight states selected by the National Institute of Corrections as a demonstration site for what became the Missouri Reentry Process (MRP) - a framework for state and local collaboration that has since influenced reentry policy across the country.
For federal inmates, Missouri is split between two BOP RRM offices: RRM Kansas City (western Missouri) and RRM St. Louis (eastern Missouri, at 1222 Spruce Street, Suite 6.101 / 314-410-6818). The current federal RRC operators in each metro should be confirmed from bop.gov, as the St. Louis federal contract has changed hands multiple times since 2019.
Missouri DOC publishes an interactive Reentry Housing Map organized by county - families should check this map at doc.mo.gov for current housing resources in the release county.
Note: Missouri has 114 counties plus the City of St. Louis, which is an independent city not part of any county. This directory covers all 115 geographic units.
TRANSITION CENTER OF KANSAS CITY - THE WEST BOTTOMS MODEL
The Transition Center of Kansas City at 651 Mulberry (816-842-7467) is a major reentry hub - a former minimum-security prison in Kansas City's Historic West Bottoms neighborhood transformed into what DOC calls a "Restorative Reentry Community." With 50+ community partners offering everything from digital skills training to yoga, TCKC aims for a college campus atmosphere that connects residents to programming, employment, and support networks simultaneously. The facility supervises approximately 123 client cases per year across felony probation, board cases, sex offender supervision, lifetime supervision, and domestic violence cases.
TRANSITION CENTER OF ST. LOUIS - FOUR-PHASE MODEL
The Transition Center of St. Louis, remodeled in 2017, uses a four-phase program - employment readiness, education, treatment, and life skills - to serve men under community supervision in the St. Louis City and County area. Two wings are dedicated to education and group programming. Computer labs support education and job searches. The center supervises approximately 153 client cases per year.
DISMAS HOUSE ST. LOUIS - FEDERAL RRC HISTORY NOTE
Dismas House of St. Louis, at 5025 Cote Brilliante Avenue, is one of the longest-operating halfway houses in the country and served as the primary federal RRC for the St. Louis area for decades. Following contract disputes and a failed transition to a new operator (Exodus Reentry Villages, whose contract was canceled in February 2022), the current federal RRC operator in St. Louis must be verified from bop.gov. Dismas House appears to continue operating for community clients at dismashouse.net regardless of its federal contract status.
MISSOURI DOC REENTRY HOUSING MAP
Missouri DOC publishes an interactive Reentry Housing Map - a county-level tool that connects families and individuals to housing resources throughout the state. This is one of the most practical public DOC tools in this directory. Access it at doc.mo.gov and reference it on every Missouri county page.
SEX OFFENDER RESTRICTIONS IN MISSOURI
Missouri law (Mo. Rev. Stat. §566.147) prohibits registered sex offenders from residing within 1,000 feet of a school, childcare facility, or other location where children congregate, with an additional 500-foot restriction from victims. Most community transitional housing cannot accommodate sex offenders. Both TCKC and TCSTL supervise sex offender cases - contact the assigned DOC probation/parole officer for placement options.
