Nebraska runs a two-address system that catches families off guard constantly. All personal mail - letters, pictures, drawings - goes to a central TextBehind scanning address in Phoenix, Maryland. Funds, publications, and packages go to the facility's actual mailing address, which is completely different.
Send a money order to the Phoenix PO Box and it will likely not be processed. Send a letter to the Nebraska State Penitentiary's Lincoln address and it will not be scanned. Getting the address right depends on what you're sending.
Nebraska NDCS uses "incarcerated individuals" in most of its official materials, and "inmates" in policy references.
Sending mail - letters and correspondence
All personal mail from family and friends - letters, pictures, drawings - is digitally delivered to the incarcerated individual's tablet via the "Facility Messages" app. NDCS uses TextBehind to scan and process mail. The processing address is the same for all eight NDCS facilities:

Do not abbreviate the facility name. All of the following must be on the envelope:
- Complete facility name and state (no abbreviations or acronyms)

Since mail is delivered digitally via tablet, NDCS encourages senders to keep the original and send copies. This way the digital content is delivered as intended and the original remains with the sender.

Books and publications
Books must come from approved vendors on the NDCS approved book vendor list. Orders from unapproved vendors are returned to the sender. The current approved vendor list (updated March 10, 2026) is available through corrections.nebraska.gov.
Magazines, subscriptions, newspapers, and other periodicals must be prepaid, sent directly from the publisher, and routed through appropriate facility staff. Use the facility physical addresses above.
Special cases:
- Books for correspondence or college courses: not available from an approved vendor; all course materials go through the institutional mailroom and are reviewed for compliance.
- Religious books not available from an approved vendor: require prior authorization.
- Any book not on the approved vendor list: the incarcerated individual may submit a request to the NDCS Legal Division; requests are reviewed case-by-case; denials are communicated in writing.

Video grams may be sent through GTL/ViaPath. They can be up to 30 seconds long. Base cost is $0.60 per video. Adding a text message adds $0.20; adding a photo adds $0.40. A video with both message and photo costs $1.20.
GTL/ViaPath photo criteria - photos will be rejected if they include:
No hand signs, including peace signs or middle fingers
No items depicting violent or illegal activity
No pictures with large amounts of money visible
No content likely to incite violent or illegal activity
No nude or partially nude individuals, including infants and newborns, and including drawings and cartoons
No individuals in undergarments, bras, sheer negligees, nightgowns, or bathing suits (adults and children)
No sexual gestures, even when clothed
No drug use
No images of other incarcerated individuals or offender information
No images of social media or text conversations
GTL/ViaPath will not refund the cost of rejected photos.
Phone calls
An incarcerated individual submits a request to add phone numbers to their approved calling list. Once a number is approved, they may call from phones inside the housing unit.

Tablets and digital communication
NDCS distributes tablets to incarcerated individuals for messaging, video, and phone via GettingOut. The distribution and programming process can take several weeks after arrival. Until the tablet is set up, mail is the preferred communication method.
All tablet communication is initiated by the incarcerated individual. Family members should not create a GettingOut account until they receive an invitation from the incarcerated individual.

Use the NDCS Incarceration Records Search at dcs-inmatesearch.ne.gov/Corrections/COR_input.jsp to find the individual's facility and ID number.
Nebraska county jails
Nebraska's 93 counties operate their own jails under county sheriffs. County jails are not part of NDCS and have their own mail and deposit rules. Contact the specific county jail directly.
What to know before you send anything
Know the address: letters go to the Phoenix PO Box (TextBehind); funds, publications, and packages go to the facility's physical mailing address. These are different addresses.
Include on every letter envelope: complete facility name and state (no abbreviations), individual's full name and ID number, your full name and physical address.
Keep originals - NDCS encourages sending copies of letters and photos because the mail is delivered digitally and originals may not be returned.
Books: approved vendors only; list at corrections.nebraska.gov (updated March 2026).
