This guide is for people detained by ICE in Nevada and for their families. Nevada has three active ICE detention facilities: the Nevada Southern Detention Center in Pahrump (the primary and largest), the Henderson Detention Center in Henderson, and the Washoe County Jail in Reno. Nevada is home to one of the most over-capacity ICE detention centers in the country - Nevada Southern is contracted for 250 ICE detainees per day but held more than 461 in November 2025. Nevada falls under the ICE Salt Lake City Field Office, with a Las Vegas sub-office. Nevada had a major legal victory: on March 26-30, 2026, US District Judge Richard Boulware II ruled in Jacobo-Ramirez v. Noem - a class-action brought by the ACLU of Nevada and UNLV Immigration Clinic - that the Trump administration's mandatory detention policy is unlawful. This decision restored bond hearings for qualifying Nevada ICE detainees. The Ninth Circuit is the next battleground; the ruling stands for class members in Nevada while appellate proceedings continue. Bond posts at the ICE Las Vegas ERO at 501 S. Las Vegas Boulevard, Suite 200. Last verified: June 2026.

Nevada Southern Detention Center is located in Pahrump, Nevada - a remote desert community in Nye County, approximately 60 miles west of Las Vegas over a mountain pass. The facility holds ICE detainees from Nevada, California, Idaho, and other western states routed through the ICE Salt Lake City Field Office. It is operated by CoreCivic, the nation's largest private prison company. The facility has held more than 40 ICE detainees above its contracted daily limit since at least April 2025 and had reached 461 daily by November 2025 - exceeding its ICE contract by more than 210 per day. This overcrowding has raised concerns about adequate access to medical care and legal representation.
Immigration advocates have raised concerns about overcrowding, medical care, use of force, and access to attorneys. The facility's remote location makes legal and family visits significantly harder than they would be if the detainee were held in Las Vegas itself. UNLV Immigration Clinic Director Michael Kagan has described the distance as creating systematic barriers to representation.
Visiting: One visit per week, one hour. Maximum 2 adults and 2 children per visit. More time may be requested for families traveling significant distances. Valid government ID required. Dress appropriately. Free public parking available at the facility. Confirm current schedule by calling (775) 751-4500 before making the 60-mile trip from Las Vegas.
Phone: IC Solutions phone system. Detainees cannot receive incoming calls. To leave an urgent message: call (775) 751-4500.

The Washoe County Jail in Reno serves as the northern Nevada ICE detention facility. As of November 2025, it held 46 ICE detainees per day - up from 16 in September 2025, a nearly 200% increase. Washoe County received a $430,000 federal grant in August 2025 to improve ICE holding infrastructure including dedicated holding cells and office space for ICE. Contact (775) 328-6400 for current visiting hours and procedures. Nevada Legal Services in Reno provides immigration legal assistance for northern Nevada.
Step 3: Get Legal Help - Nevada Has a Major 2026 Bond Victory
Nevada has relatively strong immigration legal resources centered in Las Vegas, including the UNLV Immigration Clinic, ACLU of Nevada, and Legal Aid Center of Southern Nevada. Contact these organizations immediately - and specifically ask about the Jacobo-Ramirez v. Noem ruling restoring bond hearings for Nevada detainees.
UNLV Immigration Clinic - Co-Plaintiff in Bond Victory
law.unlv.edu/clinics/immigration | (702) 476-0750 | 1212 S. Casino Center Blvd., Second Floor, Las Vegas, NV 89104
Email: [email protected]
The UNLV William S. Boyd School of Law Immigration Clinic is one of Nevada's primary free legal resources for ICE detainees. The Clinic represented detained adults in deportation proceedings and was co-plaintiff with ACLU of Nevada in Jacobo-Ramirez v. Noem - the class-action that won the March 2026 ruling restoring bond hearings in Nevada. Two of the Clinic's named clients were released to their families as a result of the litigation. Services are free. Capacity is limited.
ACLU of Nevada - Lead Plaintiff in Bond Victory
aclunv.org | Las Vegas | Senior Staff Attorney Sadmira Ramic
ACLU of Nevada filed and won Jacobo-Ramirez v. Noem, the class-action that restored bond hearings for Nevada ICE detainees. ACLU Nevada has also filed a lawsuit challenging the Las Vegas Metropolitan Police Department's 287(g) agreement with ICE. Contact ACLU Nevada for civil rights concerns, bond hearing denials, and systemic conditions complaints.
The Jacobo-Ramirez v. Noem ruling - CRITICAL for Nevada detainees:
On March 26-30, 2026, US District Judge Richard F. Boulware II granted partial summary judgment in a class-action finding the Trump administration's mandatory detention policy unlawful. The ruling requires:
ICE to give bond hearings to qualifying detainees who are members of the class
Bilingual notices to be posted in Nevada detention facilities by April 7, 2026
Each class member to receive a copy of the court order and a habeas petition template by April 14, 2026
This ruling applies to people who entered the US without inspection and were detained by ICE inside the United States in Nevada. The ruling is stayed as to its broader national effect while the Ninth Circuit appeals process continues, but applies to class members in Nevada immediately. If a family member is detained in Nevada and has been denied a bond hearing, contact ACLU Nevada and UNLV Immigration Clinic immediately about this ruling.

Step 4: Bond - Nevada Has a Stronger Bond Landscape Than Most States
Nevada is in the Ninth Circuit, which has been more protective of bond rights than the Fifth or Eighth Circuits. The March 2026 Jacobo-Ramirez ruling went further, finding the mandatory detention policy unlawful for Nevada class members. Bond hearings should now be available for many Nevada ICE detainees - though the government has appealed and the Ninth Circuit will be the next battleground.
Contact UNLV Immigration Clinic and Legal Aid Center of Southern Nevada immediately if a family member has been denied a bond hearing. Ask specifically about the Jacobo-Ramirez ruling.
Bond posting for Nevada detainees
Bond cannot be posted at Nevada Southern, Henderson, or Washoe County. Post bond at:
ICE ERO Las Vegas: 501 South Las Vegas Boulevard, Suite 200, Las Vegas, NV 89101 | (702) 388-6253 | 8 AM-4 PM Monday-Friday (except federal holidays)

A licensed immigration bond agent can post bond electronically, avoiding the need to travel to Las Vegas.

Washoe County Jail - Reno
911 Parr Boulevard, Reno, NV 89512 | (775) 328-6400 - contact for current visiting hours and procedures.
Step 6: Nevada's Enforcement Context and Your Rights
LVMPD 287(g) agreement - Las Vegas Police:
ACLU of Nevada filed a lawsuit challenging the Las Vegas Metropolitan Police Department's 287(g) agreement with ICE, which allows LVMPD to assist in carrying out federal immigration enforcement. This means any encounter with Las Vegas Metro Police can potentially lead to immigration enforcement. The lawsuit was pending as of June 2026.
Pahrump's remote location creates systemic barriers:
Nevada Southern is 60 miles from Las Vegas over a mountain pass. Families in Las Vegas must plan for a 90-minute round trip to visit. Immigration attorneys in Las Vegas must make the same drive for in-person visits, though VTC reduces this burden. UNLV Clinic Director Kagan described the location as creating systematic barriers to representation - people give up their cases not because they don't have legal claims, but because they can't access lawyers in a remote desert facility.
The Jacobo-Ramirez bond ruling (March 2026):
Nevada is one of the few states where a federal court has specifically vacated the mandatory detention policy. This is a significant legal protection for Nevada detainees that does not exist in states covered by the Fifth Circuit (Louisiana, Texas, Mississippi) or the Eighth Circuit (Nebraska, Iowa, Minnesota). Contact ACLU Nevada or UNLV Immigration Clinic immediately if denied a bond hearing.
Do not sign anything without an attorney:
ICE may pressure detained people to sign Voluntary Departure documents. Contact UNLV Immigration Clinic at (702) 476-0750 or Legal Aid Center of Southern Nevada at (702) 386-1070 before signing anything.
Key rights every detainee has:
The right to speak with an attorney. Ask for the pro bono list; contact UNLV Immigration Clinic and ACLU Nevada.
The right to a bond hearing before an immigration judge - restored for Nevada class members by the March 2026 Jacobo-Ramirez ruling. Contact ACLU Nevada immediately if denied.
The right to be free from physical, sexual, and verbal abuse.
The right to adequate medical care.
The right to communicate with your home country's consulate (free calls required).
