I did not serve my time in New Hampshire. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about New Hampshire comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household that was not expecting to lose it.

New Hampshire is the smallest state in this series by population outside of Vermont. It has the highest median household income and lowest poverty rate in New England -- which can create the false impression that financial hardship after incarceration is somehow less severe here than elsewhere. It is not. Manchester, Nashua, Concord, and the seacoast area all carry housing costs that consume a significant portion of middle-income wages. A family managing on one income after incarceration in southern New Hampshire is doing hard math every month regardless of what the state median says.

New Hampshire's safety net is modest in scale but meaningfully designed. SNAP is at 200% FPL -- the maximum allowed under federal law -- with no asset test. The Granite Advantage program expanded Medicaid in 2014 to cover adults. And New Hampshire's TANF program -- called FANF -- includes an Emergency Assistance component specifically for housing emergencies that is worth knowing about.

The first thing to do

Apply at NH EASY: nheasy.nh.gov. New Hampshire's NH EASY portal is the single online entry point for SNAP, FANF (TANF), Medicaid, LIHEAP, child care assistance, and other DHHS programs. Apply for all programs at once.

SNAP (Food Assistance)

New Hampshire SNAP is administered by DHHS through District Offices. New Hampshire uses BBCE at 200% of the federal poverty level -- the maximum allowed under federal law -- with no asset test. The maximum monthly SNAP benefit for a family of four in FY2026 is approximately $994.

Benefits load onto a New Hampshire EBT card. FANF (TANF) recipients are categorically eligible for SNAP without a separate income test.

ABAWD work requirements: Starting November 1, 2025, able-bodied adults without dependents ages 18 to 64 who do not have a child under 14 in the household must work, volunteer, or participate in approved training for at least 80 hours per month to maintain SNAP eligibility beyond three months. Call DHHS at 1-844-275-3447 to confirm current exemptions.

Granite State Market Match: When you spend SNAP benefits on fresh fruits and vegetables at participating New Hampshire farmers' markets, you receive up to $20 in matching tokens for additional produce.

The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

FANF (Financial Assistance to Needy Families -- TANF)

New Hampshire's TANF is called FANF -- Financial Assistance to Needy Families. It provides cash assistance to families with dependent children. FANF recipients are automatically eligible for SNAP and Medicaid. Employment and training support services are available through DHHS.

FANF Emergency Assistance (EA): If a FANF-eligible family faces a housing emergency, Emergency Assistance may cover:

- Security deposit and/or first month's rent for rental housing: up to $650 total

- Back rent arrearages: up to a 2-month arrearage to prevent eviction

- Mortgage arrearages: up to a 2-month arrearage to prevent foreclosure

- Utility deposits to restore gas, electricity, water/sewer, or heat

This is a practical resource for families facing eviction or utility shutoff after losing an income to incarceration. Ask about Emergency Assistance specifically when you apply for FANF.

Medicaid (Granite Advantage Health Care Program)

New Hampshire expanded Medicaid in 2014 through the Granite Advantage Health Care Program. Adults with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) qualify for health coverage, regardless of whether they have children or a disability. If household income dropped because of incarceration, check Granite Advantage eligibility for every adult in the household.

FANF recipients are automatically eligible for Medicaid -- no separate application needed.

Forward-looking note: Federal OBBBA legislation requires Medicaid work requirements for expansion adults starting in 2027 in all expansion states, including New Hampshire. Nothing has changed yet for 2026 coverage. Monitor dhhs.nh.gov for implementation details as 2027 approaches.

LIHEAP (Energy Assistance)

New Hampshire's LIHEAP provides heating and energy bill assistance for low-income households. Administered by DHHS. New Hampshire winters -- particularly in the northern part of the state and at higher elevations -- are genuinely cold, and heating costs from October through April are real.

SNAP recipients may qualify automatically for LIHEAP. Ask about energy assistance when you apply for SNAP.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. New Hampshire WIC provides monthly food benefits, nutrition education, and breastfeeding support. Contact DHHS at 1-844-275-3447 or call 211 for your nearest WIC clinic.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In New Hampshire, where housing costs in the Manchester-Nashua corridor and the seacoast area can consume most of a single income, the financial gap that opens after incarceration is real even in a state with a low poverty rate. The state average does not describe your household's situation.

Set a commissary amount you can genuinely afford without threatening the household. If FANF Emergency Assistance can cover a security deposit or back rent, use it for that -- that is exactly what it is designed for. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and FANF households often auto-qualify for free school meals. New Hampshire participates in SUN Bucks for summer grocery benefits.

Housing assistance

Apply for Section 8 and public housing through New Hampshire Housing (nhhfa.org) and your local housing authority as soon as possible. In southern New Hampshire, waitlists can be significant.

Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment. If you are already behind, FANF Emergency Assistance may be able to help with arrearages -- ask DHHS.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
