INTRO

RCRPs have been an integral part of New Jersey's correctional system for over 38 years, and NJDOC credits them with contributing to a 40% reduction in the state's prison population and a 37% reduction in recidivism.
RCRPs are privately operated under NJDOC contract and organized into levels: Level 1 assessment and treatment centers serve as the first residential placement for male inmates, while Level 2 correctional treatment programs and work-release facilities carry residents further along the reentry continuum. DELANEY HALL - IMPORTANT NOTE
Delaney Hall at 451 Doremus Avenue, Newark, was formerly the largest NJDOC-contracted halfway house in the country, with a capacity of 1,196. It is no longer a halfway house. In 2025, GEO Group reopened the facility as an ICE immigration detention center under a $1 billion federal contract - making it the largest immigration detention facility on the East Coast.
