INTRO

If your loved one is approaching release from a New Jersey state prison, the state's halfway house system - formally called Residential Community Reintegration Programs (RCRPs) - is one of the largest and most established in the country. RCRPs have been an integral part of New Jersey's correctional system for over 38 years, and NJDOC credits them with contributing to a 40% reduction in the state's prison population and a 37% reduction in recidivism.

RCRPs are privately operated under NJDOC contract and organized into levels: Level 1 assessment and treatment centers serve as the first residential placement for male inmates, while Level 2 correctional treatment programs and work-release facilities carry residents further along the reentry continuum. Specialized programs serve young adult males (18-29), aging inmates (55+), and women specifically.

The main concentration of RCRPs is in Newark (Essex County) and Camden (Camden County), with additional facilities in Trenton (Mercer County), Paterson (Passaic County), and Bridgeton (Cumberland County). The Reentry Coalition of New Jersey, at reentrycoalitionofnj.org, represents the RCRP providers and publishes guides for both male and female programs.

For federal inmates, New Jersey falls under BOP Residential Reentry Management Philadelphia - at the U.S. Custom House in Philadelphia, (215) 521-7430. Pull current New Jersey federal RRC listings from bop.gov.

Note: New Jersey abolished commercial bail bonds in 2017. For information about how pre-trial release works under the Bail Reform Act, see our New Jersey bail guide.

DELANEY HALL - IMPORTANT NOTE

Delaney Hall at 451 Doremus Avenue, Newark, was formerly the largest NJDOC-contracted halfway house in the country, with a capacity of 1,196. It is no longer a halfway house. In 2025, GEO Group reopened the facility as an ICE immigration detention center under a $1 billion federal contract - making it the largest immigration detention facility on the East Coast. Families searching for New Jersey halfway house information should not contact Delaney Hall. Pull any federal RRC listings for Newark from bop.gov.

NEWARK - THE RCRP HUB

Newark (Essex County) has the highest concentration of NJDOC-contracted RCRPs of any city in New Jersey. The Kintock Group, Education and Health Centers of America (Tully House and The Harbor), NJAC's James A. Hemm House, and CURA all operate male RCRPs in Newark. Families with loved ones releasing to Essex County should contact NJDOC at (609) 292-4036 to confirm current facility assignments.

CAMDEN - VOADV PROGRAMS

Volunteers of America Delaware Valley (VOADV) operates both male and female RCRPs in Camden - Fletcher House and Hope Hall for men, and Garrett House for women. Camden's RCRPs serve South Jersey releases. VOADV's broader mission includes veterans services and substance use treatment alongside corrections reentry.

THE REENTRY COALITION OF NEW JERSEY

The Reentry Coalition of New Jersey (reentrycoalitionofnj.org) is the umbrella organization for NJDOC-contracted RCRP providers. Their website includes downloadable guides for male and female RCRPs (available in English and Spanish), video profiles of current facilities and residents, and advocacy resources. Families seeking to understand the RCRP system should start here.

SEX OFFENDER RESTRICTIONS IN NEW JERSEY

New Jersey's Megan's Law applies community notification requirements for Tier 2 and Tier 3 registered sex offenders. Supervision conditions typically restrict residency within 500 feet of schools, daycares, and places where children congregate. Most RCRPs cannot accommodate sex offenders. Contact NJDOC and the NJ State Parole Board for placement options.
