New Mexico's state prisons use Securus Technologies under a long-running statewide contract with the New Mexico Corrections Department (NMCD). New Mexico also has its own state-level intrastate rate caps, administered by the New Mexico Public Regulation Commission (PRC), that apply to prison and jail phone calls independently of federal FCC caps.
New Mexico's 33 counties each operate their own jails with independent phone contracts.
NMCD uses "inmates" and "offenders" in official materials.
PART 1 - NMCD STATE PRISONS
Phone vendor: Securus Technologies
Setup: securustech.net or call 1-800-844-6591
Phone policy governing all calls: NMCD CD-150300 Access to Telephones, Telephone Monitoring, Attorney Phone Calls. Available at cd.nm.gov/wp-content/uploads/2023/12/CD-150300.pdf
How NMCD phone calls work
Inmates place outgoing calls only. Inmates cannot receive incoming non-legal calls. Calls are limited to a maximum of 20 minutes. A warning is given before the call is automatically disconnected at the time limit.
Getting your number approved:
1. Write a letter to the inmate that includes your full name and phone number.
2. The inmate requests to add your number to their approved phone list.
3. Once approved, the inmate can call your number using their Securus PIN.
All calls are monitored and recorded except verified attorney calls.
Setting up a Securus account
Online: securustech.net
Phone: 1-800-844-6591
Account types:
AdvancePay (prepaid collect): Fund an account tied to your phone number. When the inmate calls, charges are deducted from your balance. Works for all phone types including cell phones.
Traditional collect: Charges appear on your monthly phone bill if your carrier permits.
Rate
New Mexico has its own intrastate phone rate cap set by the New Mexico Public Regulation Commission under NM Admin Code 17.11.28.17 (current through September 2024). The cap for intrastate calls from state prisons is $0.12/min for all call types (prepaid, debit, prepaid collect, collect).
The actual Securus rate for NMCD state prisons may be at or below this cap. Historical rates have been well below the cap. Verify the current rate at securustech.net or call 1-800-844-6591 before adding funds.
New Mexico ancillary fee caps (NM Admin Code 17.11.28.18):
Automated payment: $3.00/use
Single-call services: $3.00 (no markup on third-party fees)
Live agent: $5.95/use
Paper bill/statement: $2.00/use
Third-party financial transaction: $3.00/transaction (no markup)
Note on the Penitentiary of New Mexico (PNM)

This refers to inmates not being able to receive incoming calls - outgoing calls to approved numbers may still be available. PNM is the maximum security facility (Santa Fe) and may have additional restrictions. Verify directly with PNM at 505-827-8201 before setting up a Securus account for calls from that facility.

For a New Mexico county jail:
1. Find the individual through the county detention center's website
2. Identify the current phone vendor
3. Create an account with that vendor
4. Add funds
5. Wait for the individual to call
