Financial Help for North Carolina Families During Incarceration

I did not serve my time in North Carolina. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about North Carolina comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household overnight.

North Carolina is one of the largest and most geographically varied states in the series. Charlotte and the Research Triangle anchor urban growth in the Piedmont. The coastal plain to the east -- communities from Elizabeth City to Fayetteville to Wilmington -- carries a different economic reality, including communities still recovering from Hurricane Helene's damage in 2024. The mountains in the west, from Asheville to Murphy, are rural and remote in ways that shape how people access services. North Carolina has 100 counties, and each one has its own Department of Social Services office that administers the programs described here.

One thing worth saying clearly at the start: North Carolina expanded Medicaid on December 1, 2023. That is recent. Adults up to 138% of the federal poverty level now qualify for NC Medicaid regardless of whether they have children or a disability. If you are an adult who has not had health insurance because North Carolina had not expanded Medicaid before, that changed. The coverage is there now.

Also worth naming: North Carolina calls its SNAP program "Food and Nutrition Services" or FNS locally. It is the same federal SNAP program -- the EBT card, the grocery benefits -- just with a different name on the sign at the county office.

The first thing to do

Apply at ePASS: epass.nc.gov. North Carolina's ePASS portal is the single online application for FNS (SNAP), Work First Family Assistance (WFFA/TANF), NC Medicaid, LIEAP (LIHEAP), and other programs. Apply for all programs at once.

FNS (Food and Nutrition Services -- SNAP)

North Carolina calls SNAP "Food and Nutrition Services" (FNS). It is administered by NCDHHS through county DSS offices. North Carolina uses BBCE at 185% of the federal poverty level with no asset test for most households. The maximum monthly FNS benefit for a family of four in FY2026 is approximately $994.

Benefits load onto a North Carolina EBT card. The ebtEDGE app (available free in app stores) lets you check balances and manage your card from your phone.

WFFA (TANF) and SSI recipients are categorically eligible for FNS without a separate income test.

An interview is required after you apply -- by phone, video, or in person. A caseworker will contact you after you submit your application.

Work requirements: Federal SNAP work requirement changes took effect December 1, 2025. ABAWD work rules now apply to adults ages 18 to 64 without a dependent child under 14 in the household. Call your county DSS or 888-245-0179 to confirm current exemptions.

The incarcerated person is excluded from the household for FNS purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

Work First Family Assistance (WFFA -- TANF)

North Carolina's TANF is called Work First Family Assistance (WFFA). It provides temporary cash assistance to families with children. Work requirements and time limits apply. County DSS offices administer WFFA locally.

NC Medicaid

North Carolina expanded Medicaid on December 1, 2023. Adults ages 19 to 64 with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) now qualify for NC Medicaid, regardless of whether they have children or a disability.

If you are an adult who lost income because of incarceration and you do not have health insurance, apply for NC Medicaid now. If household income dropped significantly, check eligibility for every adult in the household.

NC Medicaid is managed care: once approved, you choose one of five managed care prepaid health plans (PHPs). All five cover the same core services -- doctor visits, hospital care, prescriptions, mental health -- but differ by provider network. If you do not choose, one will be assigned.

NC Health Choice covers children whose family income is too high for Medicaid but below 211% FPL.

Forward-looking note: OBBBA Medicaid work requirements for expansion adults are expected beginning in 2027. Six-month renewal checks begin December 2026. Keep contact information current and respond to renewal notices.

LIEAP (Low Income Energy Assistance Program -- LIHEAP)

North Carolina's LIHEAP is called LIEAP. It provides a one-time payment directly to your heating vendor to help cover winter heating costs. Income limit: 130% of the federal poverty level. Application window: **January 2 through March 31** (2025-2026 season), or until funds are exhausted. Apply early -- the program helped more than 131,000 North Carolina households in the 2024-2025 season and funds do not last indefinitely.

Crisis Intervention Program (CIP): Available for heating emergencies outside the standard LIEAP window. Contact your county DSS immediately if you face an imminent heating crisis.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. North Carolina WIC provides monthly food benefits, nutrition education, and breastfeeding support. Phone: 1-800-367-2229. Apply through your local WIC clinic or county health department.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In North Carolina, whether you are in Charlotte or Fayetteville or a small county in the eastern coastal plain, the household managing on one income after incarceration is navigating real financial pressure. NC Medicaid is now available to adults in ways it was not before December 2023 -- use it. FNS is at 185% FPL -- apply if you have any uncertainty. LIEAP applies in January when the window opens.

Set a commissary amount you can genuinely afford without threatening the household. Consistent small deposits on a reliable schedule are more useful to the person inside than unpredictable large ones. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. FNS and WFFA households often auto-qualify for free meals. North Carolina participates in Summer EBT (SUN Bucks) for eligible school-age children.

Housing assistance

Apply for Section 8 and public housing through North Carolina Housing Finance Agency (nchfa.com) and your local housing authority as soon as possible. Waitlists vary by county.

Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
