If someone you love is locked up in North Dakota, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. North Dakota's state prison system uses JPay for all deposits. One rule matters immediately: money is not accepted in person or through the mail at any NDOCR state facility. Every deposit must go through JPay - electronic or by mailing directly to JPay's lockbox address.
North Dakota splits adult custody into two systems: the North Dakota Department of Corrections and Rehabilitation (NDOCR) for state sentences, and county jails operated by county sheriffs or county corrections departments. NDOCR operates six adult facilities. North Dakota has 53 counties, each with its own jail.
State prisons: NDOCR and JPay
If your person is in an NDOCR state facility, all deposits go through JPay. Attempting to mail a money order to the facility address or bring cash in person will not work - the official NDOCR send money page explicitly states that money is not accepted in person or in the mail at NDSP, MRCC, JRCC, HRCC, or BTC WTRU. Use JPay through one of the four methods below.
JPay online - go to jpay.com, create or log in to your account, find the person using their resident number, and deposit using a credit or debit card. Available 24 hours a day, seven days a week. Fees apply.
JPay mobile app - download the free JPay app on Android or iOS. Same process as online and available at any time. Fees apply.
JPay by phone - call 1-800-574-5729 to speak with a live agent. Available 24 hours a day, seven days a week. Credit or debit card required. Fees apply.
MoneyGram walk-in - visit any MoneyGram location and use receive code 1304 for North Dakota DOCR. Pay with cash. Fees apply.
Money orders through JPay's lockbox
If you prefer to mail a money order, it must go to JPay's lockbox - not to the facility. Download the NDOCR Money Order Deposit Form (English and Spanish versions available at docr.nd.gov/sending-money). All fields on the form must be filled out completely and correctly. If any field is incomplete, the money order will be returned to you.
Make the money order payable to "JPay." Mail the completed form and money order to:
JPay
P.O. Box 822700
Pembroke Pines, FL 33082
Note: this JPay PO Box (822700) is the North Dakota-specific address. Other states use different JPay lockbox addresses. Use this address for NDOCR deposits.
Supervision fees and restitution are separate
Probation and parole supervision fees, court costs, restitution, and other community corrections payments are handled separately through JPay's supervision fee system. To pay these, visit docr.nd.gov/parole-and-probation/pay-supervision-fees. These are not the same as trust account deposits - do not confuse the two.
The resident number is required
The resident number is NDOCR's identification number for each incarcerated person. Required for all JPay deposit methods. Find it using the NDOCR Resident Lookup at docr.nd.gov/resident-lookup.
NDOCR state facilities
NDOCR operates the following adult facilities:
North Dakota State Penitentiary (NDSP) - Bismarck
James River Correctional Center (JRCC) - Jamestown
Missouri River Correctional Center (MRCC) - Bismarck area
Heart River Correctional Center (HRCC) - Mandan
Dakota Women's Correctional and Rehabilitation Center (DWCRC) - New England
Bismarck Transition Center Work/Training Release Unit (BTC WTRU) - Bismarck
Money is not accepted in person or by mail at any of these facilities. All deposits must go through JPay.
NDOCR Headquarters: 3100 Railroad Avenue, PO Box 1898, Bismarck ND 58502-1898; (701) 328-6390.
County jails: vendor varies by county
North Dakota has 53 counties, each with its own jail or correctional facility operated by county government. County jails set their own deposit vendors independently of NDOCR.
Cass County Jail (Fargo), at 450 34th Street South, accepts three types of deposits. By credit card: set up an account at InmateCanteen.com - up to $300 every 30 days. By cash: a deposit kiosk is in the jail lobby. By money order: make payable to "Cass County Jail" with the inmate's name in the memo line - do not include any letters or notes, and do not address the envelope to the inmate. Mail to Cass County Jail, Attn: Accounting, 450 34th St. S., Fargo ND 58103. For phone time, set up an account at ICSolutions (icsolutions.com). For tablet media and video visiting, use JailATM (jailatm.com). For questions call 701-297-6000.
Other North Dakota county jails use their own vendors and processes. The only reliable way to find the current deposit vendor for a specific county jail is to check that county's website or call the facility directly.
Accounts do not transfer between vendors. When your person moves from a county jail to an NDOCR state prison, the county account stays with the county vendor. You set up new deposits through JPay using the NDOCR resident number.
No federal prisons in North Dakota
North Dakota has no federal Bureau of Prisons facilities within the state. Federal defendants from North Dakota are typically held at BOP facilities in neighboring states. Deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail (different code from NDOCR), or online at bop.gov. You need the eight-digit BOP register number.
What to know before you send anything
Do not mail money to the facility. NDOCR state prisons do not accept money orders or cash in person or through the mail. Everything goes through JPay.
The JPay lockbox address for North Dakota is PO Box 822700, Pembroke Pines FL 33082. Other states use different JPay PO Box numbers - use this specific address for NDOCR.
The money order deposit form is required. Download it from docr.nd.gov/sending-money. All fields must be completed or the money order will be returned.
MoneyGram code for NDOCR is 1304. Use this at any MoneyGram location.
Supervision fees are separate from trust account deposits. Pay them at docr.nd.gov/parole-and-probation/pay-supervision-fees.
County jails use their own vendors. Cass County uses InmateCanteen, cash kiosk, and money orders by mail - not JPay.
