Upstate Correctional Facility, a maximum security state prison for men in Franklin County, located in the Town of Malone, was the first supermax prison built in New York State. Established in 1998, it was designed to house prisoners with a history of assaultive behavior. The availability of programs for inmates is contingent upon adherence to established rules and demonstrating social conformity, with around 350 corrections officers overseeing approximately 1300 prisoners, aided by over 1000 remote cameras.
Upstate is also a cadre facility, employing inmates to work around the prison grounds, with the Cadre program accommodating around 300 inmates. The remaining 1000 inmates are housed in the Special Housing Unit (SHU), commonly known as "the box."
The prison, standing two stories tall, was initially designed for two prisoners per cell. Prefabricated cells were assembled on-site, with the original plan including 800 security cameras. The cells, measuring 8.5 feet by 14 feet, feature Plexiglas windows and are larger than those in other New York state prisons.
