INTRO

If your loved one is approaching release from an Ohio state prison, the state's halfway house network is one of the largest in the Midwest - 1,961 contracted beds across 33 halfway houses operated by 10 nonprofit agencies under the Ohio Department of Rehabilitation and Correction (ODRC).

Ohio's halfway house system is organized through the Bureau of Community Sanctions (BCS), which administers both residential grants and contracts. The Ohio Community Corrections Association (OCCA) represents the 10 primary contracted nonprofit providers: Alvis (Columbus, Chillicothe, Lima, Toledo), Behavioral Healthcare Partners of Central Ohio, Community Assessment & Treatment Services (Cleveland, Wadsworth), Community Corrections Association (Youngstown), Community Restoration Centers of Stark County (Canton), Community Transition Center (Lancaster), Oriana House (Akron, Cleveland, Marietta, Tiffin), The Salvation Army Harbor Light Complex (Cleveland), Talbert House (Cincinnati, Hamilton, Lebanon), and Volunteers of America Ohio & Indiana (Dayton, Cincinnati, Mansfield, Toledo).

For federal inmates, Ohio falls under BOP Residential Reentry Management Cincinnati - not RRM Chicago. The RRM Cincinnati office at 36 East 7th Street, Suite 2107-A in Cincinnati covers both northern and southern Ohio.

ODRC places eligible state prisoners in halfway houses through two main pathways: the Transitional Control Program (placement before the parole date) and the Treatment Transfer Program. Courts of Common Pleas and parole violation sanctions are additional placement routes. Neither individuals nor families can self-refer.
