Oklahoma launched its Securus Digital Mail Center for personal correspondence on September 1, 2024. All personal letters and cards now go to a processing center in Dallas, Texas - not to the facility. Mail is scanned, digitized, and delivered to the inmate's Securus account and tablet at no charge.
The digital mail service covers state-run ODOC facilities only. Red Rock Correctional Center and Lawton Correctional Facility are not included and still receive mail directly.
Legal mail, publications, packages, and business correspondence continue to go to the facility.
Oklahoma ODOC refers to incarcerated people as "inmates" throughout its materials.
Sending mail - letters and correspondence
All personal mail goes to the Securus Digital Mail Center in Dallas. The address format is:

The envelope must be legibly addressed using the inmate's full name and ODOC number. Mail without a name or ODOC number will be returned to the sender.
The ODOC number is typically displayed as shown in the inmate lookup. All ODOC numbers are formatted as 7 digits - every inmate has either a zero or a two in front of their number to reach 7 digits.

How the mail process works
1. Mail arrives at the digital processing center in Dallas.
2. It is processed and scanned.
3. The digital copy is sent to the agency portal for facility review and approval.
4. Once approved, the mail is delivered to the inmate's Securus account - viewable on tablet or kiosk.
5. A notification appears on the inmate's tablet.
The digital image includes the envelope front, all contents, photos, and drawings. Mail is typically available within 3 business days including review time.
Inmates without tablet or kiosk access receive a community tablet or black-and-white printed copies at no charge.
If the inmate wants a physical copy: black-and-white copies are 25 cents each; color photos on photo-quality paper are $1 each - both paid from their trust funds.
Originals: stored 90 days then destroyed. To get your original back, include a self-addressed, stamped envelope with the mail.
All digital mail received during incarceration remains accessible to the inmate throughout their sentence.
Sending is free for both the sender and the inmate.
Writing tips
These items bleed through paper and make digital copies difficult to read:
- Felt tip pens
- Markers
- Sharpies
- Wax or oil-based mediums (crayons)
If these must be used, write on one side only per sheet and do not draw on the back.
Newspaper articles: Make a scanned/printed copy on 8.5" x 11" paper and include that copy in the letter. Do not include original newspaper clippings.
Spiral notebook paper: Trim the fringe or "chads" before mailing. They can jam or tear in the scanner.
What can and cannot be scanned
Accepted:
- Written correspondence
- Greeting cards (no die-cuts)
- Drawings
- Photos
Not accepted (will be rejected or returned):
- Legal mail
- Privileged mail (medical/financial)
- Newspaper and magazine clippings - scan/print to 8.5" x 11" paper first, then include
- Post-it notes
- Items with tape or adhesives
- Items bound by staples or paperclips
- Greeting cards with die-cuts
- Sparkles or glitter
- Certified mail (returned to sender)
- Items smaller than 4" x 6" (scan/print to 8.5" x 11" first)
- Items larger than 8.5" x 14"
What still goes to the facility
The following must be sent to the facility - not to the Dallas PO Box:
Legal mail: Send to the facility where the inmate is housed. See okoffender.doc.ok.gov for facility contact information.
Business correspondence from organizations, businesses, agencies: Facility.
Documents requiring inmate signature: Facility.
Publications (magazines, newspaper subscriptions, books): Facility. All publications must come from the publisher or a verifiable vendor under ODOC policy OP-030117.
Packages: Facility. Packages will be returned if sent to the Dallas processing center.
Trust fund monies (inheritance, royalties, government/tribal payments, etc.): ODOC Offender Banking / PO Box 11400 / Oklahoma City, OK 73136-0400.
Electronic messaging via Securus
Family and friends can send one-way messages to inmates through the Securus website or mobile app. You can pay for a one-way message, or include a stamp so the inmate can respond. Inmates cannot initiate digital conversations on their own. Rates are set by Securus.
Sending money - JPay ONLY
JPay is the only acceptable way to send money to an Oklahoma ODOC inmate. Do not use Cash App, Venmo, or any other third-party apps.

Download the deposit slip at jpay.com. Make sure the deposit slip is complete and legible - include the sender's name and the correct 7-digit ODOC number. Incomplete forms will be returned.

Phone calls - Securus
ODOC uses Securus Technologies for phone services. The case manager inputs up to 10 approved phone numbers per inmate. Inmates use tablets and facility phones to make authorized outbound calls. Calls are monitored and recorded. Rates are subject to FCC caps and are set by Securus.

Oklahoma county jails
Oklahoma has 77 counties, each operating their own jail systems. County facilities are not part of ODOC and have their own mail and deposit rules. Contact each county facility directly. Note: the Oklahoma County Detention Center was among the first in Oklahoma to convert to a digital mail system.
What to know before you send anything

State-run facilities only - Red Rock Correctional Center and Lawton Correctional Facility are excluded; send mail directly to those facilities.

How do I send money?

How do phone calls work?
Securus is the phone provider. The inmate's case manager adds up to 10 approved numbers to their calling list. Set up or fund a phone account through Securus.
Does Red Rock or Lawton still receive mail directly?
Yes. Red Rock Correctional Center and Lawton Correctional Facility are not part of the digital mail program. Mail for those facilities still goes to the facility directly. ====================================================================
