Philadelphia alone has 14 state-managed halfway houses under BCC supervision, making it one of the most reentry-housing-dense cities in the directory. PA DOC BUREAU OF COMMUNITY CORRECTIONS - HISTORY AND STRUCTURE
BCC was established in the early 1970s with the first state-operated center opening in Philadelphia on July 19, 1971. Today it organizes Pennsylvania into three regions and 10 districts. CCCs are directly operated by BCC staff; CCFs are contracted to private or public entities that agree to provide housing and services under PA DOC standards. Both types are residential facilities focused on supportive, transitional, and accountable reentry through pro-social behavior incentives, programming, peer support, and reentry services.
Specialized residential services are available for veterans and for reentrants in recovery from substance use disorder or mental health diagnoses - BCC explicitly targets these populations in both CCCs and CCFs.
The BCC processes begin with a home plan - the proposed living arrangement the parolee submits to their parole agent. If approved, the reentrant may be paroled to the home plan rather than a CCC or CCF. CCC/CCF placement is typically for those without an approved home plan or who need additional support.
