INTRO

If your loved one is approaching release from a Pennsylvania state prison, the state's community corrections system is one of the most established in the country. The PA DOC Bureau of Community Corrections (BCC), operational since the early 1970s, operates state-run Community Corrections Centers (CCCs) and contracts with private entities for Community Contract Facilities (CCFs) across three regions and 10 districts statewide - more than 40 residential facilities in total.

Philadelphia alone has 14 state-managed halfway houses under BCC supervision, making it one of the most reentry-housing-dense cities in the directory. In western Pennsylvania, confirmed CCCs and CCFs include Pittsburgh CCC (535 South Aiken Avenue), Erie CCC (137 West 2nd Street), Johnstown CCC (301 Washington Street), Progress CCC (179 Progress Drive, Waynesburg), and Sharon CCC (300 West State Street) - all state-operated - along with contracted facilities like CTC Braddock, CTC Erie, GEO Alle Kiski Pavilion in Arnold, and Renewal #1 in Pittsburgh.

For federal inmates, Pennsylvania is split between two BOP RRM offices: RRM Philadelphia (eastern PA, at the U.S. Custom House / 215-521-7430) and RRM Pittsburgh (western PA). Pull current federal RRC listings from bop.gov for both offices.

Pennsylvania licenses halfway houses and recovery houses through the Department of Drug and Alcohol Programs (DDAP). The complete statewide CCC/CCF list is publicly available at the PA DOC BCC Contact page.

PA DOC BUREAU OF COMMUNITY CORRECTIONS - HISTORY AND STRUCTURE

BCC was established in the early 1970s with the first state-operated center opening in Philadelphia on July 19, 1971. Today it organizes Pennsylvania into three regions and 10 districts. CCCs are directly operated by BCC staff; CCFs are contracted to private or public entities that agree to provide housing and services under PA DOC standards. Both types are residential facilities focused on supportive, transitional, and accountable reentry through pro-social behavior incentives, programming, peer support, and reentry services.

Specialized residential services are available for veterans and for reentrants in recovery from substance use disorder or mental health diagnoses - BCC explicitly targets these populations in both CCCs and CCFs.

The BCC processes begin with a home plan - the proposed living arrangement the parolee submits to their parole agent. If approved, the reentrant may be paroled to the home plan rather than a CCC or CCF. CCC/CCF placement is typically for those without an approved home plan or who need additional support.

SEX OFFENDER RESTRICTIONS IN PENNSYLVANIA

Pennsylvania has a two-tier restriction (42 Pa. C.S. §9799.75). Sexually Violent Predators (SVPs) face a 2,500-foot buffer from schools - one of the largest SVP-specific restrictions in the directory. Other registered sex offenders face a 1,000-foot buffer from schools and programs primarily serving minors. Most CCCs and CCFs cannot accommodate registered sex offenders under these restrictions. Contact the PA Board of Probation and Parole for sex offender placement options.
