Designed to accommodate up to 810 detainees, the facility consists of 23 housing dorms and a dedicated medical unit. Its podular-style design allows it to manage inmates across all custody levels, from pre-trial detainees to sentenced individuals serving terms of less than one year. Additionally, through contractual agreements with the U.S. Marshal’s Service, the facility houses federal inmates, including those under the jurisdiction of the U.S. Marshals and the Federal Bureau of Prisons (FBOP), generating revenue that contributes to the Santa Rosa County General Fund. The Admissions, Classification, and Release (ACR) Unit serves as the backbone of the facility’s daily operations. This unit is responsible for processing new intakes and releases, ensuring that safety and security remain paramount during each phase. Working in close collaboration with the Classification and Transportation units, ACR coordinates court dates, manages inmate orientation, and oversees timely and orderly releases.

The Classification Unit, staffed by both professional personnel and sworn deputies, is essential for maintaining the facility’s security and operational efficiency. By carefully assessing inmate behavior and charges, this unit assigns appropriate custody levels and ensures that inmates are present for scheduled court appearances. Individuals who do not post bail within the first twenty-four hours are required to appear before a judge. During this first appearance, conducted either in person or via telephone, the judge informs the arrested person of the charges against them and sets the bond amount. Following the intake process, which includes property inventory, medical screening, and booking, inmates are assigned to the general population. Housing assignments are based on the classification of their charges, whether felony or misdemeanor, to ensure proper management and safety within the facility.

After processing, inmates are assigned to a housing area based on classification. Compliance with jail rules typically results in a lower classification and more privileges, while rule violations or additional charges lead to a higher classification and fewer privileges. Inmates serving as trustees within the jail undertake various tasks, including cooking, laundry, and commissary management, often receiving minimal compensation or sentence reduction for their services.

The jail is designed with "pods," featuring a large common area with affixed tables and attached seats, and individual cells typically on two levels. Inmates spend certain times in their cells and other times congregating in the pod for activities like playing cards, games, reading, or watching television. Movement outside the pod, such as trips to the commissary, library, or recreation area, occurs under the constant supervision of unarmed correctional officers. The environment in the county jail is considered less stressful than that of a prison because the sentences are much shorter.

The jail offers a phone program for outbound calls only, with inmates unable to receive incoming calls. Accepting collect calls can be expensive, sometimes exceeding $10 per call. Any books or magazines not received directly from the publisher will be rejected and not delivered to the inmate. Commissary is available weekly, with orders submitted via kiosk two days in advance. On holidays, there may be increased spending limits. Upon receiving commissary items, inmates must present their ID, check their order, and sign for it in the presence of the commissary employee. Indigent inmates are provided with all essential basic hygiene items including USPS stamps and writing materials.

Visitation Information

Visitation is offered, via ViaPath, Monday through Sunday per the Visitation schedule. All visits must be scheduled forty-eight (48) hours in advance. The Santa Rosa County Sheriff’s office allows the public to participate in visitation by visiting from the Front Lobby of the jail or away from the jail utilizing a home computer, laptop, tablet, or cell phone. All visits are recorded and monitored by Detention Personnel except a professional visit (Attorneys, Clergy, etc.). All inmates have an allotment of two (2) hours per week of free visitation. All visits conducted over the allotted two-hour limit will be subject to the standard rate per the vendor. It is the responsibility of the visitor and the inmate to arrange a visitation session. Any visitor or Inmate who violates the rules will have his or her visit terminated and will have his or her visitation rights suspended or revoked.
