Financial Help for South Dakota Families During Incarceration

I did not serve my time in South Dakota. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about South Dakota comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household managing in a demanding climate and a vast landscape.

South Dakota is a state of wide open plains, Black Hills country, the Missouri River, and nine federally recognized tribal nations whose lands and communities are woven throughout the state. Sioux Falls and Rapid City are the major urban centers, but much of South Dakota's population lives in small towns and rural communities where agriculture, ranching, and the tribal economy define daily life. When a family member goes to prison and an income disappears, the distances involved in accessing services are real, and the safety net is among the more restricted in this series.

Three things worth knowing before you apply.

First, South Dakota is one of only six states that has not adopted BBCE. This means South Dakota uses the standard federal SNAP gross income limit of 130% of the federal poverty level -- the same federal floor that applies in the absence of state expansion -- and enforces the federal asset test ($2,750 for most households). Many neighboring states have expanded their SNAP income thresholds through BBCE; South Dakota has not. Apply anyway, because net income after deductions may be lower than gross income suggests.

Second, TANF in South Dakota **cannot be applied for online**. You must complete a paper application and mail it, fax it, or hand-deliver it to your local DSS office. This is different from most states in this series and is worth knowing before you look for an online application that is not there.

Third, South Dakota expanded Medicaid in July 2023 through Amendment D -- a voter-approved ballot measure. Adults up to 138% of the federal poverty level now qualify. This is relatively recent, and many adults who would have been excluded before 2023 are now covered. There is also a measure on the November 2026 ballot (Amendment I) that would condition South Dakota's Medicaid expansion on federal funding remaining at or above 90%. This is a policy development worth monitoring.

The first thing to do

Apply for SNAP online at SD BEES 2 (South Dakota's online benefits portal). Find it through dss.sd.gov.

Apply for TANF by paper: Download form DSS-EA-301 from dss.sd.gov, complete it, and mail, fax, or hand-deliver it to your local DSS Economic Assistance office.

Apply for Medicaid through DSS online or by paper alongside your SNAP application.

SNAP (Food Assistance)

South Dakota SNAP is administered by DSS. South Dakota uses the standard federal gross income limit of 130% of the federal poverty level with no BBCE expansion. An asset test also applies: most households must have countable assets below $2,750; elderly and disabled households may have assets up to $4,250.

The maximum monthly SNAP benefit for a family of four with no income is approximately $994. Benefits load onto the South Dakota EBT card on the 1st or 2nd of the month based on the last digit of your case number. Check your approval notice for your specific date.

An interview is required. DSS will contact you after your application is received.

ABAWD work requirements apply to adults ages 18 to 64 without dependents. Contact your local DSS office to confirm current exemptions.

The incarcerated person is excluded from the household for SNAP purposes. Apply based on remaining household members' income. Benefits are backdated to the application date.

TANF (Temporary Assistance for Needy Families)

South Dakota TANF provides temporary cash assistance to families with children. TANF cannot be applied for online -- you must complete a paper application (form DSS-EA-301). Download it from dss.sd.gov, or pick one up at any DSS office. Mail, fax, or hand-deliver the completed form to your local DSS Economic Assistance office.

An interview is required. Child support rights are assigned to the state when you receive TANF. TANF benefits are issued on the Way2Go Card (Electronic Payment Card) if you do not have direct deposit.

Medicaid

South Dakota expanded Medicaid effective July 1, 2023, through Amendment D, a voter-approved ballot initiative. Adults ages 19 to 64 with income at or below approximately 138% of the federal poverty level (roughly $1,800 per month for a single adult in 2026) now qualify for South Dakota Medicaid coverage, regardless of whether they have children or a disability.

If household income dropped because of incarceration, check Medicaid eligibility for every adult in the household.

Work requirements for expansion adults were authorized by Amendment F (November 2024 vote) but are not yet implemented. Monitor dss.sd.gov/medicaid for implementation updates.

November 2026 ballot: Constitutional Amendment I, if passed, would condition South Dakota's Medicaid expansion on federal funding remaining at or above 90% of expansion costs. Current expansion enrollees should be aware of this measure. It does not affect current eligibility until and unless it passes and federal funding drops below that threshold.

LIHEAP (Energy and Weatherization Assistance)

South Dakota's LIHEAP provides home energy assistance for low-income households. Administered by DSS. South Dakota winters are genuine -- the Great Plains cold from November through March is a real financial pressure for households statewide.

Weatherization assistance is also available through DSS to help reduce long-term energy costs.

WIC

If there are children under 5 or a pregnant or recently postpartum woman in the household, apply for WIC. South Dakota WIC provides monthly food benefits, nutrition education, and breastfeeding support. Apply through your local WIC clinic or call 211 for referral.

The commissary question

Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.

What I also know now is what the outside looks like. In South Dakota, where the SNAP income threshold is the standard federal 130% FPL and the asset test applies, the household managing on one income after incarceration may be near or over the eligibility line. Apply regardless -- net income after deductions is often lower than gross income suggests, and a caseworker will determine the final number.

Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

School meals

Notify your child's school immediately if household income dropped. Free meals at 130% of the federal poverty level; reduced-price at 130-185%. SNAP and TANF households often auto-qualify for free meals. South Dakota participates in SUN Bucks for summer grocery benefits.

Housing assistance

Apply for Section 8 and public housing through South Dakota Housing Development Authority (sdhda.org) and your local housing authority as soon as possible.

Free HUD-approved housing counseling: hud.gov/housingcounselor. Call before you miss a mortgage or rent payment.

Credit and debt

Call creditors before the first missed payment. Use the words "financial hardship." Debts in the incarcerated person's name alone are not your obligation unless you co-signed. Do not pay their individual debts with household money you cannot spare.
