Located at 2 Jester Rd in Richmond, TX, Vance Unit carefully assigns inmates based on their custody level, considering factors like criminal history. Vance Unit offers diverse educational and vocational programs aimed at equipping offenders for successful reintegration into society and reducing recidivism. Through these initiatives, inmates gain skills and confidence, fostering personal growth and resilience.
The Vance Unit operated by the Texas Department of Criminal Justice (TDCJ), catering to male inmates, accommodates up to 378 individuals within its confines. Situated across approximately 933 acres, it is co-located in the Jester State Park with other units Jester I, Jester III, and Jester IV. Agricultural activities include a unit garden, with collaborative efforts between Vance, Jester I, and Jester III involving security horses, a swine finishing operation, contract farming and grazing, a mechanical shop, and a combine shed.
While the unit does not engage in manufacturing or logistics operations, it diligently maintains its facilities through unit maintenance operations. Moreover, it employs scent-specific canines for additional operational support.
Healthcare at the Vance Unit encompasses ambulatory medical and dental services, bolstered by Digital Medical Services (DMS), electronic specialty clinics, and housing accommodations suitable for CPAP devices. Oversight of medical services falls under the purview of UTMB.
The facility houses the InnerChange Freedom Initiative (Faith-Based Treatment) Program, offering specialized treatment to inmates. However, educational programs are notably absent from the unit's offerings.
In addition to its religious and faith-based initiatives, the Vance Unit provides various services and programs to its inmates. These include an adult education program, chaplaincy services, a faith-based dormitory, the GO KIDS Initiative, and a Transformational Ministry Dormitory, fostering personal growth and rehabilitation.
Community engagement is a priority, with inmates involved in various work projects benefiting city and county agencies, the area food bank, and Habitat for Humanity. Furthermore, volunteer initiatives play a crucial role in supporting inmates' development, offering literacy and educational support, employment and job skills training, substance abuse education, life skills development, parenting training, support groups, mentoring, victims' awareness programs, and religious or faith-based studies and activities. Additionally, post-release housing assistance is available to facilitate successful reintegration into society.

Vance Unit maintains a database of current inmates and their locations within the system. To locate an inmate, begin by using the DOC locator tool, which requires entering the first three letters of the inmate's first and last name, allowing for variations in spelling.
If unable to locate the desired information through free resources, users may opt to use the Arrest Record Search, which requires payment. While this option incurs a small fee, it provides access to the most up-to-date data available.
Visitation plays an important role in maintaining the association between inmates and their friends and family as well as strengthening family ties. Visitation Procedure Update (effective December 28, 2023)

Confirm the unit visitation schedule and verify that visitation has not been canceled. An eligible inmate cannot receive visitors if visitation has been canceled.

Special visits or visits requiring special accommodations should be arranged before the visit. If you have made special arrangements with the unit, call before leaving to ensure that plans for your visit have been made and are in place. Spiritual visits must be coordinated through the warden’s office.
Each inmate is only allowed one visit per weekend. To the extent possible, individuals on an inmate’s Visitors List should coordinate with one another and with the inmate to prevent subsequent visitors from being declined when they arrive at the unit.
