The inmates housed at Halbert Unit located at 800 Ellen Halbert Dr in Burnet, TX are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

The Ellen Halbert Unit is a female substance abuse treatment and in-prison therapeutic community facility operated by the Texas Department of Criminal Justice (TDCJ) located in Burnet TX. Halbert has the capacity to house about 600 women inmates. Programs at this facility are focused on drug and alcohol rehabilitation, as Halbert Unit is classified as a Substance Abuse Felony Punishment Facility. Female inmates who are habitual DWI offenders will be sent here to undergo the recovery program. Support groups such as Narcotics and Alcoholics Anonymous are made available to inmates incarcerated here.

Select inmates will be chosen to provide maintenance and janitorial duties within the facility, while other offenders may be selected to work in supervised positions providing labor for surrounding county and local government agencies. Additionally, inmates offer labor support for the Texas Parks and Wildlife service maintaining trails and performing various landscape and cleanup activities. Educational opportunities at Halbert Unit are limited, however, offenders can participate in parenting classes, religious studies, and receive pre-employment and job readiness training.

Covid Visitation Information

The impacts of COVID-19 are everywhere. No question one of the biggest is the long-term suspension of visitation. Phones are one thing, but there is nothing like seeing your loved one's face.

The Texas Department of Criminal Justice (TDCJ) knows the impact that the family unit has on successful reentry. TDCJ’s goal is offender rehabilitation and maintaining close contact with supportive family and friends is a critical part of that.

To help alleviate that, TDCJ is introducing a new “Remote Video Visitation” system, which allows family members at home to visit, via live video, with offenders on select units. Friends and family registration will begin on Thursday, August 13th. Remote visitations will begin on Monday August 17th.

Remote Video Visitation will be available to offenders at the following locations:

This project is a re-working of the video visitation system that was slated to debut in early March with connections from long-distance unit to unit. Now those systems have been reconfigured to accept registered off-site visitors.

Remote video visitations are 60 minutes long and will cost $10.00. At this time, offenders will be limited to one remote video visitation per month. Due to COVID-19, the visitation fee is being waived for the first 90 days.

Projects are in development to provide potential remote visitation solutions for other units. Please watch the TDCJ website for additional announcements.

In order to participate in the new remote video visitations, follow these registration steps:

  1. Go to https://securustech.net/tdcj/index.html#tdcj-video-visitation
  2. Click on the Sign-Up link under Video Communication
  3. Enter email address and create password
  4. Select three security questions to help verify your identity should you forget your password
  5. Fill out contact info as it appears on your ID

Remote video visits are on a set schedule that will begin and end at the scheduled times. Visitors may log into the remote video visitation 1 minute prior to the scheduled start. Sessions will not be extended due to delayed start times. Any session not started within 15 minutes of the scheduled start time, will require rescheduling. In the event of issues or technical difficulties, visitors may log out and log back in during the visit.

No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.

If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
