The inmates housed at Lychner State Jail located at 2350 Atascocita Rd in Humble, TX are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

Lychner State Jail is a mixed custody state prison located in Humble TX operated by the Texas Department of Criminal Justice (TDCJ) to house about 2,300 adult male inmates. Lychner State Jail works in co-operation with Kegans State Jail (both facilities serve Harris County). Kegans houses low-risk inmates, while Lychner specializes in inmates with special needs and high-risk offenders. The majority of inmates housed at Lychner State Jail are incarcerated on drug offenses.
Inmates at the Lychner State Jail range from J1 (minimum jail) to J5 (maximum jail) security levels. Additionally, this facility houses minimum security state prisoners and transient inmates. Most offenders at this jail are awaiting trial or serving short jail sentences, however, some inmates are incarcerated here during transit or have been sentenced to prison terms. The average term an inmate is incarcerated at the facility is eleven months, while the majority of offenders have a six-month sentence.
The facility derives its name from a victim's rights activist named Pam Lychner who passed away in the TWA flight 800 crash. Ms. Lychner was on board the plane with her two daughters. Today the facility which was once named Atascocita Stata Jail now bears her name.
During an inmate's incarceration at Lychner, they can participate in a variety of educational programs that include literacy, adult basic education, and GED courses. Vocational programs teach offenders skills in construction, carpentry, CAD, computer information systems, and custodial work.
Inmates who are nearing their discharge date can participate in project RIO, which helps reintegrate inmates back into society through a work transition initiative. Substance abuse treatment programs at Lychner State Jail include a three phase 216 bed therapeutic community program that is usually filled to complete capacity. Support groups like Alcoholics and Narcotics Anonymous are also provided weekly to inmates.

Covid Visitation Information

The impacts of COVID-19 are everywhere. No question one of the biggest is the long-term suspension of visitation. Phones are one thing, but there is nothing like seeing your loved one's face.

The Texas Department of Criminal Justice (TDCJ) knows the impact that the family unit has on successful reentry. TDCJ’s goal is offender rehabilitation and maintaining close contact with supportive family and friends is a critical part of that.

To help alleviate that, TDCJ is introducing a new “Remote Video Visitation” system, which allows family members at home to visit, via live video, with offenders on select units. Friends and family registration will begin on Thursday, August 13th. Remote visitations will begin on Monday August 17th.

Remote Video Visitation will be available to offenders at the following locations:

This project is a re-working of the video visitation system that was slated to debut in early March with connections from long-distance unit to unit. Now those systems have been reconfigured to accept registered off-site visitors.

Remote video visitations are 60 minutes long and will cost $10.00. At this time, offenders will be limited to one remote video visitation per month. Due to COVID-19, the visitation fee is being waived for the first 90 days.

Projects are in development to provide potential remote visitation solutions for other units. Please watch the TDCJ website for additional announcements.

In order to participate in the new remote video visitations, follow these registration steps:

  2. Click on the Sign-Up link under Video Communication
  3. Enter email address and create password
  4. Select three security questions to help verify your identity should you forget your password
  5. Fill out contact info as it appears on your ID

Remote video visits are on a set schedule that will begin and end at the scheduled times. Visitors may log into the remote video visitation 1 minute prior to the scheduled start. Sessions will not be extended due to delayed start times. Any session not started within 15 minutes of the scheduled start time, will require rescheduling. In the event of issues or technical difficulties, visitors may log out and log back in during the visit.

No cellphones, you will be searched before visiting. NO personal belongings. Persons under probation, parole, or other community corrections supervision must obtain the permission of both their individual supervising officer and the superintendent prior to a visit. Such visitation is not normally approved.

If the visitor is under the age of 18 and is a family member of the inmate, they must be accompanied by an adult family member or guardian to include a member of the inmate's extended family. If the visitor is under the age of 18 and is not a family member of the inmate, the minor visitor must be accompanied by a parent or guardian.
