If someone you love is locked up in Tennessee, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. Tennessee's state prison system is explicit about one rule: deposits cannot be received at any TDOC or CoreCivic facility. Every deposit must go through one of two authorized vendors - JPay or ViaPath. TDOC's official FAQ also warns that sending money by any means other than JPay or ViaPath is a security threat, and families should report any other requests to the TDOC TIPS Hotline at 1-844-TDC-FIND.
Tennessee splits adult corrections into the Tennessee Department of Correction (TDOC) for state sentences, and county jails operated by county governments. TDOC operates 14 adult correctional institutions, 10 operated by TDOC directly and 4 managed by CoreCivic (formerly CCA). Tennessee has 95 counties, each with its own jail. Shelby County (Memphis) and Davidson County (Nashville) operate large urban jail systems that function independently from TDOC.
State prisons: TDOC and two authorized vendors
TDOC authorizes two vendors for trust fund deposits: JPay and ViaPath (ConnectNetwork). Both fund the inmate's trust account for commissary spending. Either vendor will work - the choice is yours.
JPay
Online at jpay.com, by phone at 1-800-574-5729, or by MoneyGram walk-in at any MoneyGram location (CVS, Walmart) using receive code 6188. Fees apply for online and phone deposits (ranging from approximately $3.90 to $10.90 online and $4.90 to $11.90 by phone depending on amount). The MoneyGram flat fee is approximately $8.95.
By money order (no fee): Make payable to "JPay." Include the inmate's name and TDOC ID number in the memo line. Fill out the Tennessee JPay deposit slip (available at jpay.com). Mail the deposit slip and money order to:

Go to web.connectnetwork.com and deposit by credit or debit card. ConnectNetwork payments are typically processed instantly and all transactions credited within two business days.
No deposits at facilities
TDOC and CoreCivic facilities do not accept money deposits in person or through the mail at the prison. Do not mail a money order to a TDOC prison - it will not be processed. All funds must go to JPay or ViaPath directly.
If anyone asks you to send money to an inmate by any other method, treat it as a scam. Contact the TDOC TIPS Hotline at 1-844-TDC-FIND immediately.
Supervision fees are separate
Probation and parole supervision fees are paid through JPay separately from trust fund deposits. Use MoneyGram receive code 1195 for supervision fees. Mail supervision fee money orders to JPay, P.O. Box 260088, Pembroke Pines FL 33026. Do not use the trust fund address for supervision fees.
Phone accounts through ConnectNetwork
Phone calls at TDOC facilities run through GTL/ConnectNetwork. The current domestic call rate is 7.5 cents per minute (effective July 1, 2024). Inmates may have up to 10 approved phone numbers.
To fund phone calls, use ConnectNetwork AdvancePay (funds a prepaid account for calls to your specific phone number) or ConnectNetwork PIN Debit (funds the inmate's phone account for calls to any approved number). Set up at ConnectNetwork.com or call 1-800-483-8314.
Phone accounts and trust fund accounts are separate - money deposited through JPay or ViaPath for the trust fund cannot be used for phone calls without the phone service setup.
Digital mail notice
Beginning November 3, 2025, TDOC transitioned from physical mail to scanned, digitized personal mail for inmates in all TDOC facilities. Personal letters and cards are now scanned and delivered electronically. Review current mail instructions at tn.gov/correction before sending correspondence.
The TDOC number is required
The TDOC offender ID number is required for all JPay and ViaPath deposits. Find it using the TDOC offender search at tn.gov/correction or call 615-741-1000.

Shelby County Division of Corrections: separate Memphis system
If your person is in a Shelby County jail facility in Memphis, they are not in a TDOC state prison. The Shelby County Division of Corrections (SCDC) operates its own deposit system.
Four deposit options for SCDC:
Mail - cashier's checks, money orders, certified checks, and federal government checks, payable to the inmate. Include the inmate's R&I# (Record and Identification Number) and depositor's name and address. Funds posted on the date received; receipt sent to inmate. Personal checks are returned with no exceptions.
Lobby kiosk - K-Building on the Main Compound and the Intake and Reception Center (IRC) Lobby. Available 7 days a week, 7:00 a.m. to 7:00 p.m. Accepts Visa, Mastercard, debit cards, and cash. Funds credited within 24 hours. You need the inmate's R&I# and the SCDC Facility Locator Number: 105.

There is no limitation on the amount that may be deposited to a Shelby County inmate account.
The R&I# is the Shelby County inmate identifier - different from the TDOC offender ID. The SCDC Facility Locator Number for all Shelby County deposits is 105.
County jails: vendor varies by county
Tennessee has 95 counties, each with its own jail. Davidson County (Nashville) has its own jail system at the Downtown Detention Center (200 James Robertson Pkwy; 615-862-8224) with its own deposit process. Each county sets its own vendor.
The only reliable way to find the current deposit vendor for a specific Tennessee county jail is to check that county's website or call the facility directly.
Accounts do not transfer between systems. When your person moves from a county jail to a TDOC state prison, you set up new deposits through JPay or ViaPath using the TDOC offender ID.
Federal custody in Tennessee
Federal Bureau of Prisons facilities in Tennessee include FMC Memphis, FCI Memphis, and FCI Yazoo City (Mississippi, used by some TN federal defendants). Federal deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail, or online at bop.gov. You need the eight-digit BOP register number. Do not use TDOC or county methods for federal inmates.
