The United States Penitentiary, Tucson (USP Tucson) is a high-security United States federal prison for male inmates in Arizona. It is part of the Tucson Federal Correctional Complex (FCC Tucson) and is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. The facility also has a satellite prison camp for minimum-security male offenders.
USP Tucson is located within Tucson's city limits, 10 miles southeast of downtown Tucson.
Some notable inmates include Brian David Mitchell Former street preacher and pedophile; convicted in 2010 of interstate kidnapping and unlawful transportation of a minor across state lines connected with the 2002 abduction of Elizabeth Smart; Louis Eppolito a former NYPD detective; convicted in 2006 of carrying out murders and sharing law enforcement intelligence disclosing the identities of witnesses for the Gambino Crime Family; Larry Nassar, the former USA Gymnastics team physician, convicted on federal charges relating to the possession of thousands of items of child pornography; Randy "Duke" Cunningham was a former US Congressman from California; pleaded guilty in 2005 to accepting $2.4 million in bribes from company owners in return for awarding them contracts to produce military equipment; Jaan Laaman carried out robberies and bombings at corporate and governments facilities in the 1970s and early 1980s; convicted in 1985 for his involvement in 10 bombings and attempted bombings in New York and Edward Oedewaldtwas arrested during the largest child pornography prosecution in US history.
USP Tucson is one of several federal prisons which offers a Sex Offender Management Program (SOMP) and therefore has a higher proportion of sex offenders in its general population. Having a larger number of sex offenders at SOMP facilities ensures that inmates feel safe about participating in treatment. USP Tucson offers a Non-Residential Sex Offender Treatment Program (SOTP-NR), which is a moderate intensity program designed for low to moderate risk sexual offenders. Many of the inmates in the SOTP-NR are first-time offenders serving a sentence for an Internet sex crime. All SOMP institutions offer the SOTP-NR. We remind all visitors to carefully review our special visiting procedures during the COVID pandemic, and also remind all visitors to observe applicable state and local COVID travel restrictions in planning your visit to the institution.
All visitors will be temperature checked with results annotated at the screening site prior to entrance. All staff working the screening site will be in proper Personal Protective Equipment (PPE). Visitors will be in-processed on a first come first serve basis, adhering to social-distancing requirements. If distancing requirements cannot be met, visitors may be asked to wait outside for systematic in-processing to adhere to social distancing guidelines. Inmates on quarantine or isolation status will not be permitted visits - it will be the visitor's responsibility to check with the institution prior to arrival to ensure the scheduled visit can still take place.
The visiting room is designed to maximize social distancing, with a minimum of six feet between persons. Inmates are permitted two visitors per visit. To ensure equal opportunities, the frequency of visits determines any termination. Appropriate face coverings are mandatory for all inmates and visitors, all visitors wearing a mask will be provided one by the institution, theirs will be secured in the lockers in the lobby. No physical contact, photographs, food, or drink is permitted. A hand hygiene station, including alcohol-based hand sanitizer, is available at all visiting entrances and exits. Orderlies are assigned to each visitation room and will continually sanitize all touch surfaces, restrooms, etc.
