How to Send Money to an Inmate in Utah

How to deposit money to a Utah DOC or county jail inmate. Access Corrections for UDC state prisons, do not mail to the prison, mail to Draper Inmate Accounting, up to 60% of deposits may go to debts, and county jail differences.

If someone you love is locked up in Utah, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. Utah's state prison system uses Access Corrections as its third-party deposit provider. One firm rule: do not mail money to the prison. All mailed money orders and cashier's checks go to the Utah Department of Corrections Finance office in Draper.

Utah splits adult custody between the Utah Department of Corrections (UDC) for state sentences, and county jails operated by county sheriffs. UDC operates two primary adult correctional facilities. Utah has 29 counties, each with its own jail.

Warning about Pigeonly

The official UDC Financial Account Management page prominently warns: do not send any funds to Pigeonly in Las Vegas, Nevada. If you have encountered Pigeonly as a suggested payment service for a Utah inmate, ignore it.

State prisons: UDC and Access Corrections

If your person is in a UDC state facility, all deposits go through Access Corrections.

Do not mail money orders or cashier's checks to the prison. Mail them to:

Inmate Accounting

14717 South Minuteman Drive

Draper, UT 84020

Use the UDC sending money instructions form available at corrections.utah.gov/family-and-friends/financial-account-management. A separate payment form is also available on the same page. Make payments payable to the inmate and include the inmate's offender number and your name and address.

Four deposit methods

By mail - money orders or cashier's checks only. Payable to the inmate. Include the inmate's offender number and your name and address. Use the UDC payment form. Mail to Inmate Accounting at the Draper address above. Do not mail to the prison facility.

By phone - call Access Corrections at 1-866-345-1884. A $6.95 transaction fee applies per phone deposit.

Online - go to accesscorrections.com and create an account. A $6.95 transaction fee applies per internet deposit.

By kiosk - kiosks are at the main visiting entrances at both UDC facilities: Utah State Correctional Facility (Draper) and Central Utah Correctional Facility (Gunnison). Kiosks are available during regular business hours. Cash deposits carry a $3 fee; credit or debit card deposits carry a $3.95 fee.

Walk-in locations - Access Corrections has partnered with CashPayToday.com to provide walk-in cash deposit locations. Register at cashpaytoday.com to find a location near you.

For Access Corrections customer service, call 636-888-7004 or 1-866-345-1884.

The offender number is required

UDC's assigned identification number for each inmate. Required for all deposit methods. Find it using the UDC Offender Search at corrections.utah.gov/inmate-services/offender-search.

What happens to the money

Inmate accounts are subject to mandatory deductions before the balance is available for commissary spending. UDC may apply up to 60 percent of all incoming funds to unpaid debts - but the account will never be reduced below a $15 balance. Office of Recovery Services (ORS) liens and garnishments (such as child support) are also deducted and will never leave less than a $5 balance. Medical copays are posted to accounts weekly and deducted if funds are available. Child support specifically is deducted from wages earned while working in prison rather than from family deposits.

This means the inmate may not receive the full amount of every deposit. The UDC page is direct: "Often the answer is no."

County jails: vendor varies by county

Utah has 29 counties, each with its own jail operated independently of UDC.

Salt Lake County Metro Jail (Salt Lake City), at 3415 South 900 West, uses Access Corrections for online deposits. For questions call 385-468-8400. Access Securepak handles commissary packages - register at the Access Securepak website and select Salt Lake County Metro Jail.

Utah County Jail (Spanish Fork), at 3075 North Main, uses JailATM for online deposits. Money orders by mail go directly to the jail: Attn: Inmate Deposit, Utah County Jail, 3075 North Main, Spanish Fork UT 84660. For questions call 801-851-4302.

Weber County Correctional Facility (Ogden), at 721 West 12th Street, accepts deposits through GovPayNow online and through a lobby kiosk. By phone: 1-888-277-2535, use PLC 5500. For questions call 801-778-6702.

The vendor is county-specific - the only reliable way to find the current deposit vendor for a specific Utah county jail is to check that county sheriff's website or call the facility directly.

Accounts do not transfer between systems. When your person moves from a county jail to a UDC state prison, the county account stays with the county vendor. You set up new deposits through Access Corrections using the UDC offender number.

Federal custody in Utah

Federal Bureau of Prisons facilities in Utah include FCI Herlong (California, used by some Utah federal defendants). Many Utah federal defendants are held at the Davis County Jail under USMS contract or at out-of-state BOP facilities. For BOP facilities, deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail, or online at bop.gov. You need the eight-digit BOP register number. Do not use UDC methods for federal inmates.

What to know before you send anything

Do not mail money orders to the prison. Mail them to Inmate Accounting, 14717 S. Minuteman Drive, Draper UT 84020 - with the UDC payment form.

Access Corrections is the UDC deposit vendor - not JPay. Use accesscorrections.com.

Do not send funds through Pigeonly. The UDC website explicitly warns against it.

Up to 60% of incoming deposits may go to unpaid debts before the inmate can access the funds.

County jails use their own vendors. Salt Lake County uses Access Corrections. Utah County uses JailATM. Weber County uses GovPayNow.
