Effective January 5, 2026, the Utah Department of Corrections moved to a new in-house mail scanning system at its two state correctional facilities, replacing a series of third-party mail providers that had significant problems throughout 2025. All personal (non-legal) mail is now processed directly by UDC mail processing centers.
Utah has two state correctional facilities: the Utah State Correctional Facility (USCF) in Salt Lake City and the Central Utah Correctional Facility (CUCF) in Gunnison.
UDC uses "inmates," "incarcerated individuals," and "incarcerated person(s)" throughout its materials.
Important vendor note: Ameelio Mail ceased operations May 29, 2026. Pigeonly ended January 31, 2026. Do not send funds to Pigeonly in Las Vegas, Nevada.
Sending mail - letters and correspondence
All personal mail goes to the UDC mail processing center for the facility where the incarcerated person is housed:

Mail processing rules - all are strictly enforced:
- Maximum 5 pages per mailing. Any mailing over 5 pages is denied in its entirety.
- If denied: a denial slip is sent to the inmate; the envelope is returned to the sender.
- Letters must be typed or handwritten on ONE SIDE ONLY of 8.5 x 11-inch paper.
- Standard #10 envelopes only (4 x 9.5 inches). Other sizes will not be accepted.
- Postcards, greeting cards, and similar items are not permitted. To send a greeting card, photocopy it onto 8.5 x 11-inch paper and include that copy.
- All physical mail is scanned and printed in color. Inmates do NOT receive original documents.
- Processed mail is folded, secured with a staple or tape, and distributed to housing units.
- Scanned copies are stored for 30 days then disposed. Originals are destroyed after successful scanning.
Prohibited mail - all returned to sender:
- Glitter, rhinestones, stickers, or glued items
- Wax paper letters
- Shaped-cut photos or papers
- Letters on tiny papers or sticky notes
- Crystals, religious tokens, coins, toys, keychains, artwork items
- Unused/blank envelopes, paper, stationery, or stamps
- Newspaper clippings
- Stapled items
- Books, booklets, magazines, or anything with a spine
- Greeting cards that are overly thick, electronic, fold-out, 3D, pop-up, or oversized
- Official documents
- Bulk mail
- Documents you don't want destroyed (birth certificates, driver's licenses, Social Security cards, etc.)
- Any type of legal mail
- All forms of money (cash, checks, coins, gift cards, credit cards)

Photos
Photos cannot be sent through regular mail. They must be ordered through one of the two approved photo services:

Note: Ameelio Mail was a previously approved service but ceased all operations May 29, 2026. Pigeonly also ended service January 31, 2026.
Legal mail
Attorneys may send privileged legal mail directly to the UDC facility at the same PO Box addresses above. A new process for legal mail was implemented June 1, 2026 - see corrections.utah.gov/inmate-services/attorney-information/ for current details.
Official, government, and business correspondence
Courts, government offices, attorneys' offices, the Attorney General, Congress, embassies, the DOJ, state governors, legislators, schools, banks, credit unions, and law enforcement in an official capacity: send directly to USCF or CUCF at the same addresses above. These letters may be searched. Mail that appears to be from family or friends (rather than an official organization) sent directly to the facilities will be denied.
Books and magazines
Books: purchased only through the prison Commissary; shipped directly by the book vendor and inspected before delivery. Family and friends cannot mail books directly.
Magazines: fill out a subscription form listing the inmate's name, offender number, and facility address. Subscriptions are mailed directly by the publisher. A list of banned publications is available at corrections.utah.gov. Questions: Inmate Property at 801-522-7771 or 801-522-7772.
Sending money - Access Corrections
Inmates are not permitted to have money in their possession. An inmate account is opened on arrival; inmates use it to purchase items from the Commissary.
Important: Do NOT send any funds to Pigeonly in Las Vegas, Nevada.
Money order or cashier's check (direct to UDC Finance office):
Use the UDC form available at corrections.utah.gov/family-and-friends/financial-account-management/ and follow the instructions. Do NOT mail to the prison - mail to the Finance office address on the form.
Access Corrections (accesscorrections.com):

All transactions require the inmate's full name and offender number.
Note on deductions: a percentage of incoming funds may be applied to debts (medical copays, fines, child support, etc.). Up to 60% of incoming funds may be taken for unpaid debts until fully paid, but the account will never go below $15. Money garnished by the Office of Recovery Services will not leave the account below $5. Inmates are not denied services due to inability to pay.

Both USCF and CUCF use the Global Tel*Link Corporation (GTL) phone system.

Utah has 29 counties, each with its own jail system. County jails are not part of UDC and use their own mail and deposit rules. Contact each county facility directly.
What to know before you send anything
