INTRO

Utah's Department of Corrections (UDOC) operates two state correctional facilities - the Utah State Correctional Facility (USCF) in the Salt Lake City area and the Central Utah Correctional Facility (CUCF) in Gunnison - housing approximately 6,500 people. The statewide visiting framework is governed by Procedure FD04 (Visiting, revised January 8, 2026) and Utah Administrative Code R251-706.

Two things distinguish Utah from neighboring states. First: email is UDOC's declared primary communication channel for visitation. Phone calls may not be answered. Do not call to confirm a visit the day it's scheduled. Responses to visitor applications come by email. Families who rely on phone confirmation are operating outside the system UDOC has designed. Second: the dress code (FD04, January 8, 2026) prohibits underwire bras explicitly, requires closed-toe shoes as the only permitted footwear, and has a shoulder coverage standard - sleeves must cover the full shoulder at all times while standing, sitting, or bending - that is among the most specific upper-body coverage requirements in the directory.

VISITOR APPLICATION - ONLINE, EMAIL-BASED PROCESS

Both the inmate and the visitor may submit a completed visitor application form and a completed visitor consent form.

The application requires:

1. Inmate's full name, offender number, housing assignment, and date of request

2. Visitor's first, middle, last, and maiden (if applicable) name, gender, marital status, Social Security number, address, driver license number, issuing state, and date of birth

Before the first visit: the approved visitor must sign the Application for Visitation Form confirming they have read, understand, and will comply with visiting rules and regulations.

EMAIL IS THE PRIMARY COMMUNICATION CHANNEL:

UDOC states this explicitly and emphatically on its visitation page: email is their main source of communication. Due to staffing shortages and the volume of tasks visiting staff handle, phones may not be answered when called. Responses to visitor applications and visitation requests come via email. Do NOT attempt to call to confirm a visitation time the day of the visit.

This is the single most operationally important statement on the UDOC visitation page. Families accustomed to phone confirmation from other states will have a fundamentally different experience with Utah's system.

ANNUAL RENEWAL REQUIRED:

All adult visitors must submit a renewal form annually. If visiting staff do not receive a renewal form within 30 days of the renewal deadline, the visitor will be removed from the inmate's approved visiting list without notification. Monitor the renewal deadline and submit before it lapses.

MINOR'S 18TH BIRTHDAY - AUTOMATIC REMOVAL:

Minor visitors are automatically removed from an inmate's visiting list on the minor's 18th birthday - without notification. It is the inmate's responsibility to submit an adult application before the minor turns 18. If the adult application is not submitted before the birthday, the newly-18-year-old cannot visit until a new adult application is processed.

Former TDOC/state employees: anyone who has terminated employment or services with UDOC may not be cleared for visits until one year has elapsed from termination (R251-706-3(3)).

SCHEDULING - APPOINTMENT REQUIRED, CHECK WEBSITE DAILY

All visitors must make an appointment prior to visiting. Walk-up visits are not permitted.

Arrive 30 minutes early for in-person visits. Arrive 10 minutes early for video visits.

Visitor access: 15 minutes prior to scheduled visit time, up to 15 minutes after. Late arrivals may be turned away by the shift commander.

THE DRESS CODE - FD04, JANUARY 8, 2026

Utah's Visitor Dress Standard is published in Procedure FD04 (Visiting, revised January 8, 2026) and reproduced in full on the UDOC visitation information page. It applies to all adults and children at all UDOC facilities.

STANDARDS THAT APPLY TO ALL ADULTS AND CHILDREN:

- All clothing must comply with the guidelines without a cardigan, jacket, or extra layers. Extra layers are subject to approval and must be removed if requested

- All visitors must successfully pass the body scanner and any other security screening

- Visitors must remove belts and shoes prior to being scanned

ALLOWED CLOTHING:

- Modest and loose-fitting clothing

- Tops must have sleeves that cover the full shoulder AND cover any level of the cleavage line, back, midriff, or underarm at all times - while standing, sitting, or bending down

- Dresses, skirts, and shorts must be long enough to touch the kneecap when standing while remaining at the waist, including slits

- Undergarments must be worn at all times

- Closed-toe shoes ONLY - these are the only shoes permitted and must be worn at all times

- Religious attire (scarves, head wraps, etc.) may be worn but is subject to removal for searching

- Jewelry worn should not be excessive; removed and stored when requested

- Hats/caps: hung up before seated at USCF; not permitted at all at CUCF

PROHIBITED CLOTHING:

- No skin-tight, figure-hugging, or clothing designed to intentionally accent the body, including:

- Form-fitted shirts, sleeveless shirts, tube tops, tank tops, halter tops, low-cut shirts, off-the-shoulder tops

- Leggings, jeggings, spandex shorts/pants, yoga pants

- No underwire bras or undergarments [this means underwire specifically - undergarments themselves are required; only the underwire is prohibited]

KEY NOTES:

SHOULDER COVERAGE STANDARD:

The requirement that sleeves cover the full shoulder at all times - while standing, sitting, and bending - is more specific than most states. A cap sleeve that covers the shoulder while standing but gaps while bending is not acceptable. The standard applies in all body positions.

CLOSED-TOE SHOES ONLY:

Sandals, flip flops, open-toed heels, slides, and any open-toe or open-heel footwear are prohibited. Closed-toe shoes are mandatory for all visitors, including children. Mississippi also requires closed-toe shoes; Utah codifies it in procedure as the only permitted footwear category.

NO UNDERWIRE BRAS:

Oregon prohibits underwire bras by administrative rule (OAR 291-127-0460). California discourages them (metal detector risk). Utah's FD04 explicitly prohibits underwire bras as a category. Wear a sports bra or non-underwire bra.

No specific color prohibition is published for Utah (no blue/white/orange equivalent).

BODY SCANNER - MANDATORY FOR ALL VISITORS

All visitors must successfully pass the body scanner at every visit. Belts and shoes must be removed before scanning.

Medical exceptions: if you have a medical condition that may set off the body scanner (hip replacement, knee replacement, pacemaker, etc.), you must provide documentation from your doctor detailing which part of your body may set off the detector - before your first visit. Arriving without documentation and triggering the scanner may result in being turned away.

No opt-out to non-contact structure is published for Utah (unlike New York's documented scanner-decline process).

VISITING RULES - KEY PROVISIONS

Two-hour maximum: visits should not exceed 2 hours under R251-706-3(10). Visiting hours may be reduced or extended based on facility conditions or special holiday schedules.

No re-entry: visitors are not permitted to leave and re-enter the facility during a visit.

3-foot rule: visitors and inmates must remain seated during the visit and stay 3 feet or more from any wall or door in the visiting area.

One inmate only: visitors may only visit with the inmate they are approved to visit. Visitors may not visit with other visitors or inmates during the session.

Multiple approved inmates: visitors approved for more than one inmate's list can only visit one inmate per visiting session. Exceptions require written Warden/designee approval, case-by-case.

Restrooms: visitors' restrooms are off-limits to inmates; inmates' restrooms are off-limits to visitors. Children may not use restrooms without adult supervision.

No food from outside: all food items - gum, candy, anything - from outside the prison are not allowed. Vending machines in visiting areas may provide alternatives; confirm with the facility.

Infant items allowed: one transparent baby bottle, small amount of baby wipes in a clear bag, no more than 2 diapers. All subject to search and must be left on the visiting staff desk until needed. Car seats and carriers are prohibited.

No electronic devices: cell phones, multipurpose watches, and any electronic devices are prohibited in the visiting area.

CONTRABAND WARNING - PHYSICAL TOUCH ESCALATION NOTICE

UDOC's general visitation rules section includes a publicly posted escalation warning:

"Physical touch has been determined to be the primary way inmates and visitors are exploiting the visiting process to introduce contraband. While we hope we do not have to take these measures, to help ensure the safe operations of our prisons and provide a rehabilitative environment for everyone, these are the next steps we will take if the problems persist."

The next step is: a restriction prohibiting any physical touch (hug, kiss, and/or hand holding) during prison visits.

This is a published threat of policy change, not yet implemented as of June 2026. Check corrections.utah.gov for current status before visiting.

Any visitor found with contraband: may be detained and the matter referred for criminal prosecution; and will have visiting privileges suspended, restricted, or revoked with their name removed from the inmate's visiting list pending Security Deputy Warden review.
