Val Verde County Detention-GEO operates as a Medium facility in Del Rio, TX, under contracts with Texas DOC, Federal Bureau of Prisons, and US Marshal Service. It accommodates inmates from various jurisdictions, categorized by custody level, including work release residents seeking reentry success. In 1998, The GEO Group, Inc. (GEO) was commissioned to develop, construct, finance, and oversee a new correctional facility known as the Val Verde Correctional Facility (VVCF). Operating on behalf of the U.S. Marshals Service, the facility accommodates a maximum of 1407 male and female offenders. Services provided, including medical care, food service, laundry, and living conditions, adhere to both Texas state standards and federal guidelines.

In July 2007, the Idaho Department of Corrections transferred approximately 60 prisoners to Val Verde, relocating them from another GEO Group facility in Texas due to allegations of maltreatment. The following month, two inmates at Val Verde died from dehydration, with two others hospitalized due to an unknown illness. These incidents prompted scrutiny and concern, leading to the return of the Idaho prisoners to their home state by July 2009.

In May 2008, former guard Emmanuel Cassio pleaded guilty to federal civil rights charges stemming from a 2006 incident in which he assaulted an inmate and obstructed the subsequent investigation. Another guard at Val Verde was caught attempting to smuggle contraband, including love letters and alcohol, into the facility in 2007, resulting in her sentencing to serve time in the same facility where she had worked.

Further controversy arose in 2015 when the former laundry supervisor at Val Verde faced federal indictment for the sexual abuse of a ward, potentially facing a 15-year prison sentence. These incidents highlight ongoing challenges and issues within the management and operation of the Val Verde Correctional Facility.
