If someone you love is locked up in Virginia, getting money into their account covers commissary - food, hygiene, phone time, writing supplies - and keeps the connection alive. Virginia's state prison system uses JPay as its corrections services provider. One firm rule from VADOC: do not mail money, checks, or cash to any facility or to VADOC headquarters - they will be rejected. All money orders go to JPay directly.
Virginia splits adult corrections between the Virginia Department of Corrections (VADOC) for state sentences, and county and regional jails operated by local governments. VADOC operates more than 30 correctional facilities and field units. Virginia has 95 independent city and county jails and regional jail authorities, each operating independently.
State prisons: VADOC and JPay
If your person is in a VADOC state facility, all trust fund deposits go through JPay. You need their 7-digit Inmate ID Number for every transaction. Find it using the VADOC Inmate & Supervisee Locator at vadoc.virginia.gov/general-public/inmate-locator - the ID appears in the second column of the search results.
Before depositing, note that if the inmate owes fines, costs, or restitution, a percentage of incoming deposits may go toward paying those debts. Also, family members and friends may not send money to more than one inmate without prior approval from VADOC.
Five ways to deposit through JPay
Online - go to jpay.com, create or log in to your account, and deposit using a credit or debit card. This is the fastest option. Fees apply by tier.
By phone - call JPay at 1-800-574-5729 at any time, day or night. Fees apply by tier.
By mobile app - download the free JPay app for Android or Apple iOS. Same process and fees as online.
MoneyGram walk-in - visit any MoneyGram location including Walmart and CVS Pharmacy. Pay with cash. The MoneyGram fee is a flat $6.95 for any deposit up to $300.
Money orders by mail (no fee from JPay) - download the Virginia deposit slip from jpay.com/moneyOrderForms/VA_Money_Order_coupon.pdf. Include the completed deposit slip with your money order. Mail to:

Phone accounts are separate from the commissary account
Phone calls at VADOC facilities run through ConnectNetwork, operated by Global Tel*Link (GTL) - a completely separate platform from JPay. Money you deposit through JPay does not fund phone calls.
There are two phone account types. AdvancePay: you deposit money for calls specifically to your phone number - the inmate calls you and the cost comes from your prepaid balance. PIN Debit Account: the inmate manages this account and uses it to call any number on their approved call list of up to 15 numbers.

County and regional jails: vendor varies
Virginia has 95 independent city and county jails plus regional jail authorities, each with its own deposit system. County and regional jails operate entirely independently from VADOC.
Western Virginia Regional Jail uses ConnectNetwork/GTL for online deposits and a lobby kiosk available 24 hours a day. The kiosk accepts cash and credit cards. Funds deposited through the kiosk or online are credited immediately. For questions visit wvarj.org or check the jail's money page.
Henrico County Regional Jail West (Richmond area) uses Access Corrections for online, app, and phone deposits, plus a Keefe kiosk on-site. Phone: 804-501-4581.
Loudoun County Adult Detention Center (Leesburg) accepts TouchPay phone deposits at 1-888-988-4768, Site ID 100. Phone: 703-777-0405.
Arlington County Detention Center uses JPay for deposits. Check the current vendor at the facility's website or by calling.
Most Virginia county and regional jails use ConnectNetwork/GTL, Access Corrections, or TouchPay, but each facility sets its own vendor and process. The only reliable way to find the current deposit vendor for a specific Virginia jail is to check that jail's website or call the facility directly.
Accounts do not transfer between systems. When your person moves from a county jail to a VADOC state prison, the county account stays with the county vendor. You set up new deposits through JPay using the 7-digit VADOC Inmate ID.
Federal custody in Virginia
Federal Bureau of Prisons facilities in Virginia include FCI Petersburg (low and medium), FCI Cumberland (Maryland, near VA border), and FDC Philadelphia for some Northern Virginia defendants. Federal deposits go through the BOP Trust Fund via Western Union, MoneyGram at retail, or online at bop.gov. You need the eight-digit BOP register number. Do not use VADOC or county methods for federal inmates.
