The Andrew Baird Detention is a detention center located at 570 Clinton St Detroit, MI which is operated locally by the Wayne County Sheriff's Office and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates are here for less than two years. Wayne County accepts inmates from surrounding towns, Detroit Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. Jail Division I (Andrew C. Baird Detention Facility) houses male and female, pretrial and sentenced, inmates who are clinically assessed as needing residential (daily) mental health services, in addition to psychotropic medications. Also, male and female, pretrial and sentenced, inmates who are medically assessed as requiring daily and on-going medical services are housed in an infirmary. Law library and recreation services are provided to all special needs and general population inmates. Video arraignments of inmates are conducted daily with the 36th District Court for the city of Detroit. Wayne County Probate Court hearings for inmates who are mental health consumers are conducted via video conferencing. Inmates who are classified as requiring exceptionally close monitoring and segregation from the general population are housed in Jail Division I. Inmates who are classified as medium and low risk and eligible for general population housing are double-bunked.

Money may by deposited into a Wayne County Jail Inmate's Commissary account under the following conditions: the money order must contain the Inmate's full and correct name and his WCJ Inmate number in order for the monies to be credited to the proper account. The money order must contain a return address and preferably a telephone number, in the event the person is discharged or there is a problem with the money order - the Property Room would like to be able to contact the sender or be able to return the money.

There is no limit on the total deposit that can be made to an account, however: no single money order can be over $100.00.

Money orders for those persons being held at Jail Divison I orJail Divison II may be dropped off at the deposit window at Jail 1 any time of any day. Jail Division III inmates may also have monies dropped off at Jail 3. Money orders may be sent through the US mail to any inmate in any of our facilities c/o the jail division they are being housed with the inmate number on the envelope and money order.

JAIL WORK PROGRAMS:

Sentenced inmates who are classified as a low-security risk are permitted to perform labor in the kitchen, laundry, housing units and support services areas. Work details include distribution of linen and jail-issued clothing, removal and disposal of garbage/trash, sanitation and assisting with the transfer of materials/products from delivery trucks at the dock. Inmate workers are not compensated with currency, but can earn up to 25% sentence reduction for performing labor. The inmate worker program is operated in all three jails and annually saves over ten million ($10 million) dollars for Wayne County taxpayers.
Tether Program: The Wayne County Sheriff's Office operates a Tether Program that averages over 500 enrolled participants per day and over 3,000 enrollments per year. Sheriff's deputies use GPS technology to track and monitor the participants at all times. The Tether Program also utilizes alcohol monitoring equipment that is able to detect alcohol consumption through the skin of those participating in the program. The Tether Unit uses round the clock notification procedures from the Monitoring Centers in order to provide a quick response to violations of the program rules. The program receives participant referrals from all of the Wayne County District Courts and the Wayne County Third Circuit Court.

VETERANS JUSTICE OUTREACH PROGRAM:

The role of the Veterans Justice Outreach Program (VJO) is to provide information and assessment services to eligible veterans involved with the criminal justice system. By utilizing alternative treatment options, eligible veterans can be to refer to appropriate VA and community services that will provide community readjustment, encourage adherence to treatment and prevent recidivism.

EDUCATION TRAINING RESEARCH SERVICES (ETRS):

Jail-based Felon/Misdemeanor programs. Jail Based Treatment Programs are designed to lead clients down the path of recovery by teaching them about the disease of addiction. Frequent interaction reinforces these principles, which will ultimately empower them to develop and maintain control over their thinking and actions. Additionally, the program will help clients to become stronger when relating to others and help them make different choices to prevent recidivism. WCSO offers the following ETRS programs: JB PLUS Personal Assessment and Growth Experience (PAGE): This is a cognitive behavior program that serves to assess a sentenced felony inmate's individual risks and needs for ceasing criminal behavior. This re-entry program prepares the inmate with a resource of cognitive tools along with community-based support programs that are customized to meet individual needs. After the jail program completion, the inmate moves on to the second phase of community agencies that provide continued services including employment placement, substance abuse/relapse prevention and medical/mental health programs and housing. Domestic Violence (DVT): This award-winning Domestic Violence Transition Program is offered, sometimes required by court order, to all sentenced domestic violence offenders. The program involves intensive early intervention to correct cognitive behavior leading to family violence. This program provides tools for inmates to make choices of non-violent and non-assaultive behavior. Following the jail program completion, a community-based program is started; recommendations by the facilitator are made on an individual case by case basis.

DRUNK DRIVING JAIL REDUCTION (DDJR):

This community-based program is offered to OWI 3rd offense inmates. Based on the severity of the incident, defendants may be placed in a 12-week program or in a 14-18 week community based "Renewal Program." The program offers a group setting with individual counseling. Case plans and assessments are created & ETRS works with the client's probation agent. In the program, they learn what their concerns are and how to resolve them.
