How calls work

PIOCs place outgoing calls only. Incoming calls are not allowed.

Account types:

PIOC self-funded account: PIOCs can establish and fund their own calling accounts and use them to call anyone on their approved list.

Family/friends pre-paid account: Family or friends wishing to accept collect calls must establish a pre-paid account at icsolutions.com or by calling 888-506-8407. This allows the PIOC to call your specific number with charges deducted from your prepaid balance.

Collect calls are available but require a pre-paid account to be set up by the receiving party.

All calls are subject to monitoring and recording except privileged attorney calls.

TABLETS AND MESSAGING

Wisconsin DOC is transitioning from ATG tablets (Advanced Technology Group) to ICS tablets (ICSolutions). As of the current official page, the goal was to have all sites on ICS tablets by early 2025. Confirm your loved one's tablet type before setting up a messaging account.

ICS tablets (ICSolutions - most or all sites):

- Cost per message: $0.15 per message

- FREE MESSAGES: ICSolutions provides 3 free messages per week. Unused free messages do not carry over to the next week.

- Photos: Can also be sent via GettingOut to ICS tablet users

- Both parties must accept the contact request before messaging begins

ATG tablets (older system - being phased out):

- Messaging platform: CorrLinks (corrlinks.com)

- Messages only - no photos

- After a site deploys ICS tablets, CorrLinks messages will no longer be received

- Do not purchase ATG tablet credits for sites that have already transitioned

Wisconsin has 72 counties, each operating its own jail with an independent phone contract. Common vendors include ICSolutions, Securus Technologies, and ViaPath/ConnectNetwork.

Milwaukee County Jail: As of March 2025, Milwaukee County was in the process of lowering phone rates under FCC rules, capping calls at $0.06/min and eliminating site commission fees. Vendor: ICSolutions. Verify current rates and setup at the Milwaukee County Sheriff's website.

For all other counties: Go to the county's official website or the county sheriff's website and look for "Inmate Telephone" or "Jail Services." Call the jail directly if not posted online.

What to do before the first call

For a Wisconsin DOC state facility:
