The Western Regional Jail is a low/medium-security detention center located at One O'Hanlon Pl Barboursville, WV which is operated locally by the Lincoln Regional Authority and holds inmates awaiting trial or sentencing or both. Most of the sentenced inmates have been here for less than five years. Western Regional Jail accepts inmates from the Lincoln County Sheriff's arrests and surrounding towns, Barboursville Police Department, and the US Marshal's Service.

New detainees arrive at the jail regularly, with some being released on bail, placed under pretrial services caseloads, supervised by probation agencies, or released on recognizance with a court appearance agreement. The Western Regional Jail, located in Barboursville, Cabell County, near Interstate 64, has been in operation since December 13, 2003. It is one of the largest correctional facilities in West Virginia, serving multiple counties including Cabell, Lincoln, Mason, Putnam, and Wayne. The facility provides essential services to a large inmate population, ensuring their secure housing and management.

The Western Regional Jail also offers the Accelerated Parole Program to eligible inmates with a parole eligibility date. However, certain inmates are excluded from this program. Those convicted of violent crimes, felonies involving firearms, crimes against minors, or offenses that resulted in a victim's death are not eligible. Additionally, inmates with multiple drug-related convictions or those who have had their parole revoked due to a new felony conviction are also ineligible for the Accelerated Parole Program.

These measures ensure that only those inmates who are deemed suitable for early release under controlled conditions can benefit from the program, maintaining the balance between rehabilitation efforts and public safety.

Visitors under the age of 18 must be accompanied by a parent or legal guardian, or submit a notarized statement from the parent or legal guardian authorizing the visit. Only non-incarcerated parents or legal guardians may authorize juvenile visitation. If not accompanied by a parent or legal guardian the visitor must be accompanied by an authorized adult visitor, and must have a signed, notarized.
