I did not serve my time in Wyoming. I served 66 months in the federal system at FCI Miami, and I want to say that plainly before anything else. What I know about Wyoming comes from the families I have worked with through InmateAid and from what I understand about financial crisis when incarceration removes an income from a household managing in a state where the distances are long and the winters are hard.
Wyoming is the least populous state in the country -- fewer than 600,000 people spread across nearly 98,000 square miles of high plains, mountain ranges, and ranch country. Cheyenne, Casper, Laramie, and Gillette are the largest cities, and between them is a lot of open territory. Wyoming's economy runs on energy production, ranching, and tourism. When a family member goes to prison and a paycheck disappears, the household managing alone is often doing so at a significant distance from services.
Three things worth knowing before anything else.
First, Wyoming is one of only six states in this series that has not adopted BBCE. The SNAP income threshold is 130% of the federal poverty level with a full asset test -- $3,000 in countable resources for most households. Apply anyway and let a DFS worker determine your eligibility after deductions.
Second, Wyoming did not expand Medicaid. Non-parent adults without a disability generally do not qualify for Medicaid in Wyoming. If you are an adult without dependent children who lost income because of incarceration, check healthcare.gov for marketplace coverage -- with reduced income, premium tax credits may make a plan affordable.
Third, Wyoming does not have an online SNAP application portal. To apply for SNAP or POWER (Wyoming's TANF), you must download a paper application from dfs.wyo.gov and submit it to your local DFS office in person, by mail, fax, or email. This is different from most states in this series and worth knowing before you look for an online system that is not there.

SNAP (Food Assistance)
Wyoming SNAP is administered by the Department of Family Services (DFS). Wyoming uses the standard federal gross income limit of 130% of the federal poverty level with no BBCE expansion. The asset test also applies: most households must have countable resources below $3,000; elderly and disabled households may have resources up to $4,500.
The maximum monthly SNAP benefit for a family of four with no income is approximately $994. Benefits load onto a Wyoming EBT card.
POWER (TANF) and Tribal TANF recipients are categorically eligible for SNAP without a separate income test. SSI recipients are also categorically eligible and exempt from the resource limit.

Wyoming's LIHEAP is called LIEAP. Wyoming winters are genuine -- temperatures regularly fall far below zero, wind chill is significant across the plains, and heating costs from October through May are a major household expense. Wyoming does not offer cooling assistance due to its climate.
Program dates for the 2025-2026 heating season:
Heating assistance for deliverable fuels (oil, propane, wood): October 1 through May 31.
Heating assistance for regulated utilities (natural gas, electric): November 1 through May 31.
Crisis assistance: October 1 through April 30.
Weatherization assistance: Year-round (joint LIEAP/WAP application).
A joint LIEAP and Weatherization Assistance Program (WAP) application is available -- ask about weatherization when you apply for LIEAP. Free home energy efficiency improvements can permanently reduce heating bills.

The commissary question
Your person inside will ask for money on the books. I know this because I was that person -- inside at FCI Miami, watching the account and hoping for a deposit. I know what commissary means when you need it.
What I also know now is what the outside looks like. In Wyoming -- where the distances to services are real, where Medicaid does not cover non-parent adults, and where SNAP operates at the 130% federal floor -- the household managing alone after incarceration has fewer tools than most states. But the tools that exist are real, and using all of them matters.
Set a commissary amount you can genuinely afford without threatening the household. A consistent small deposit on a reliable schedule is more useful to the person inside than an unpredictable large one. A steady $25 every two weeks means they can plan. Say the number. Hold the number. Do not apologize for it.

Apply for Section 8 and public housing through Wyoming Community Development Authority (wcda.state.wy.us) and your local housing authority as soon as possible.
