How small is Wyoming's prison system?

Wyoming has fewer than 2,500 state inmates - the smallest state prison population in the United States by a significant margin. Los Angeles County Jail alone holds more than 15,000 people. What is the Wyoming Honor Farm?

The Wyoming Honor Farm in Riverton, Fremont County, is a minimum-security agricultural facility where inmates work on farming operations including crop production and livestock management. Riverton is in the Wind River Basin in west-central Wyoming, about 120 miles northwest of Casper. The Honor Farm is one of the few remaining actively working prison farm programs in the American West - inmates develop genuine agricultural skills and contribute to state food production. The program is cited in national discussions of meaningful work programming as a model, and minimum-security status means Honor Farm inmates have more freedom of movement and program access than those at higher-security facilities.

Does Wyoming have free prison phone calls?

No - Wyoming has not eliminated phone call fees. Securus Technologies holds the Wyoming DOC contract. The FCC's April 2026 rate caps apply to interstate calls from Wyoming state facilities, reducing costs from historical highs, but calls are not free. Wyoming's small prison population means the economics don't drive the same political pressure for reform that larger states face.
