Not all inmates, not even close. What you are describing is called work release, and it is a selective program reserved for inmates who have earned it. Two things generally have to be true: the inmate needs a clean disciplinary record with no recent write-ups, and they need to be getting close to the end of their sentence. Work release is designed specifically as a reentry tool for the final stretch before release, not something available throughout a sentence.
The idea is to help well-behaved inmates transition back into civilian life gradually rather than going straight from a cell to the street. They leave the facility each morning to work a real job in the community, bring their wages back, and return to custody each evening. It is one of the more effective programs correctional systems run, and the people who get into it tend to do well with it.
Whether your boyfriend will be eligible depends on his conduct record and how much time he has remaining. If he keeps his record clean and continues doing the right things inside, work release is a realistic goal to work toward.
