Can an Inmate Sign a Power of Attorney While on Lockdown?

My husband got locked down last night for what idk but I need to have him sign a power of attorney paper will he be able to do so

Once normal access resumes, the process is straightforward. The whole process from mailing to receiving the completed document typically takes about two weeks under normal circumstances.
