Can an Inmate Sign Legal Guardianship Papers During a Visit?

My boyfriend needs to sign papers to give legal guardianship of his daughter to his sister-in-law while he is "away". Can we just bring paperwork up when we visit him, or what is the proper procedure? He's in Clay County, MO.
