Do Juveniles in Detention Get Indigent Supplies for Mail?

If I am unable to send my juvenile money to the Gaston Regional Juvenile Detention Center in Dallas, NC ; will they receive an indigent kit/package like they do in adult prison? where it includes a certain amount of stamps, envelopes, paper & pencils?
