How are halfway houses assigned for parole?

I don't know if this question falls under this category but my partner comes up for parole in May 2015 (did 12 of 15) and he wrote one half-way house and did not receive a response. Do you have a list of possible Residential Rentry Centers within the State of Texas as well as in the state of Florida that can be reviewed and contacted. Thank you very very much!

Halfway house placement is not something you or your partner typically choose directly. It is assigned as part of the release plan by the system handling his case.

For federal inmates, the Bureau of Prisons and probation office coordinate placement in a Residential Reentry Center. For state cases, the parole board and supervising agency handle it. Either way, the decision is based on:

  • Where he plans to live after release
  • Availability of space in facilities
  • His risk level and supervision needs
  • His release plan, including employment and support

Writing to halfway houses on your own usually does not produce results because they do not accept self placement requests in most cases.

What he should do now:

  • Speak with his case manager or counselor inside
  • Make sure his release plan is clear and updated
  • Confirm the address where he intends to live

Those staff members work directly with the agencies that assign halfway house placements and will know what options are available.

Out of state placement:
If he is trying to go to a different state, like Texas or Florida, that is possible but more complicated. It usually requires:

  • Approval through an interstate compact agreement
  • Acceptance by a supervising officer in the receiving state

This process takes time and must be approved before release.

Important to understand:
There is no public list you can apply to in the traditional sense. Placement is handled internally by the system, and his best chance at getting where he wants to go is working closely with his case manager and making sure his release plan supports that request.
