How Can an ICE Detainee Call Family From Detention?

Hi, My Brother has just arrived at South Louisiana Correctional center (ICE) since he was release on December 31 2013, so he is in custody by the ICE but i do not know how can he Call me. have i to pay for his call but where can I pay? Thanks.
